The answer to the question "what are the postal rate sets of Israel Klussendorf Labels" is not a straightforward one. Two main factors contribute to this obscurity. First, there is the Philatelic Service's issue policy, which was not consistent over the years. And secondly, there were the market trends, influenced my dealers' stock purchases. This appendix will try to bring to light in an objective manner, the various facts concerning the "Postal Rate Sets", and will leave the collector to make the decision as to which collecting policy to adopt.

The facts brought forward are based on study of the Philatelic Service "Notices to the Public", study of collectors' collections and dealers' stocks. The appendix is divided into two sections: the first discusses the labels printed by the Philatelic Service (no machine code). The second discuss the label sets of the on-site machines.

Note:
The following report doesn't list sets that were printed for dealers after the formal end of sale date of the specific issue, because these sets were not available to the general public. It is known that such sets exist for the Christmas 94 & 95 issues and the Jerusalem 3000 issue.

Philatelic Service Machine - Definitive Issue Sets

The Philatelic Service Notice to the Public no. 64/90, that announced the introduction into service of the Klussendorf machines, didn't bring to public attention the fact that these labels will also be sold at the Philatelic Service counter. According to collector reports, the Definitive Issue (FD 9.7.90) was offered by the Philatelic Service in the following values: 0.55 (Inland), 0.80 (Europe), 1.00 (America) and 2.35 (Inland Registered). The first labels (and those on the 9.7.90 2.35NIS FDC) were printed on a dark gray paper, later known as 1st paper.
Later on, when the stock of different values was exhausted, new quantities were printed of the missing values. Some of these were printed on a new type of paper (later known as 2nd paper). During the Beer-Sheva Exhibition, it was observed that the sets sold at the Philatelic Service Counter were comprised of 0.55, 0.80 & 2.35 on paper of the 1st type, whereas the 1.00 label was printed on paper of the 2nd type. An additional quantity of 2.35 labels was also printed on the 2nd type paper. Hence of the 2nd type only the values 1.00 & 2.35 have been observed, and not full sets of 4 labels.

Later on, the Philatelic Service printed sets on a 3rd paper type with values 0.60, 0.90, 1.10 & 2.60. By the time the rates changed again (12.7.91) the local printed paper was available (5th paper), and the next set of values 0.70, 1.00, 1.30 & 2.90 was printed on that type of paper.

Until the Klussendorf issue service was suspended for the first time (1/96), there were no observations of printings on the 4th paper type, which was available only from on-site machines. Additional printings of new values were conducted whenever there were postal rates changed, or when the stock was exhausted. All these printings were on 5th type paper.
The Klussendorf machines services were resumed gradually as of 22.10.96. During 1997, a small quantity of sets was printed on 4th paper (probably from an unfinished role that was returned from one of the on-site locations). During 1998, it was observed that a limited number of sets was printed on the 6th paper type (two phosphorescence stripes).

Philatelic Service Machine - Tourist Sites Series "A" Sets

The First Rates Series

Philatelic Service Notice to the Public no. 51/94 announcing the issue of the first 6 labels of Tourist Sites Series A (FD 21.6.94) informed that labels of value 0.30 would be available. This was indeed the case, and the only one in which the Philatelic Service offered labels with values less than the inland rate (0.85 at the time). The 0.30 labels were also used on the two official FDC (3 different 0.30 labels on each). Additional values, which were not mentioned in notice 51/94, were also available: regular rates 0.85 (Inland), 1.30 (Europe), 1.60 (America) & and their registered counterparts: 3.85, 4.30, 4.60. Thus the full set of this issue is of 7 labels: 0.30, 0.85, 1.30, 1.60, 3.85, 4.30 and 4.60.

According to notice 107/94 and collector observations, the 3 remaining labels of this series (FD 23.8.94) were available at the counter initially in the following values: 0.30 (also used for the FDC), 0.85, 1.00, 1.30, 1.60, and 3.00 (Registration Surcharge). The 3.00 was printed in an expectation that for registered letters two labels will be used: the regular rate label + the registration surcharge label (3.00). However, due to public demand, three additional registered rates labels were printed: 3.85, 4.30, 4.60. These values were mentioned in Notice to the Public 107/94 (published on Oct. 4th), and confirmed by collector reports & study of dealers' stocks. Thus the full set of this issue was of 9 labels: 0.30, 0.85, 1.00, 1.30, 1.60, 3.00, 3.85, 4.30 and 4.60.

The Second Rates Series

On 1.9.94 a postal rates change took place, generating production of labels with new values. This was brought to public attention in notice 107/94, which announced two important facts. The first, was that sets of 8 labels of the new rates would be available: 0.90 (Inland), 1.05 (Airmail Postcard), 1.40 (Europe), 1.70 (America), 3.20 (Registration Surcharge), 4.10 (Inland Registered), 4.60 (Europe Registered) and 4.90 (America Registered). The second was that 5 additional values will also be available: 0.95 (Sea Postcard) 2.10 & 5.30 (Oceanic & Oceanic Registered), 8.90 (Europe Express) and 15.00 (Maximum value). Thus the full set of the1.9.94 rates is of 8 labels, whereas the expanded set is of 13 labels: 0.90, 0.95, 1.05, 1.40, 1.70, 2.10, 3.20, 4.10, 4.60, 4.90, 5.30, 8.90 and 15.00. Although sets of 13 labels were observed in collections, their existence is very rare. This is due to the fact that the public did not respond with enthusiasm to the additional expense brought upon by this rates change, let alone expansion of the full set with 5 additional labels.

This notice also informed that the minimum rate for special orders will be set to 0.90 (Inland Rate). Thus availability of the "non-postal rate" of 0.30 came to an official end.

The Third Rates Series

According to notice 49/95, published after the 19.3.95 rate changes, 12 different new values were offered to the public. These were: 1.00 (Inland; The same rate was also the rate for printed matter abroad), 1.10 (Airmail Postcard), 1.50 (Europe), 1.80 (North America), 2.20 (Oceanic), 3.40 (Registration Surcharge), 4.40 (Inland Registered), 4.90 (Europe Registered), 5.20 (North American Registered), 5.60 (Oceanic Registered), 9.40 (Europe Express) & 15.00 (Maximal printed value). Thus the full set of the 19.3.95 rates is of 8 labels, whereas the expanded set is of 12 labels: 1.00, 1.10, 1.50, 1.80, 2.20, 3.40, 4.40, 4.90, 5.20, 5.60, 9.40 and 15.00.

This notice also informed that the minimum rate for special orders will be set to 1.00 (Inland Rate). Thus availability of the "non-postal rate" of 0.30 came to an official end.

The Fourth Rates Series

The 24.1.96 rates change took place during the time the Postal Authority was implementing the decision to suspend the service of the Klussendorf machines. This is perhaps the reason that a Notice to the Public was not circulated and that labels with new values were probably not circulated to the Post Offices, as in the two previous instanc.

An additional rate change took place on 26.12.96, only two months after the first on-site Klussendorf machine started re-operating (Nazareth, 22.10.96). Hence Klussendorf labels were available only for 2-3 months of the total time that the fourth rates series was in effect.

It is assumed (no supporting documents have been found) that due to the limited public interest in the expensive labels (Europe Registered, Maximum value), and the fact that there was no real need for the Registration Surcharge label, the sets printed during this period were of only 9 values. These valid postal rates were: 1.05 (Inland), 1.20 (Airmail Postcard), 1.60 (Europe), 1.90 (America), 2.30 (Oceanic), 4.65 (Inland Registered), 5.20 (Europe Registered), 5.60 (America Registered), and 5.90 (Oceanic Registered).

The Fifth & Sixth Rates Series

As result of the rates changes of 26.12.96 & 23.11.97, labels with new values were printed. The full set available at the counter was of 10 labels.

Philatelic Service Machine - Exhibition Issue Sets

During the Jerusalem 3000 Exhibition, sets of 4 different labels were available at the Philatelic Service Counter (according to notice 138/95): 1.00, 1.50, 1.80, 4.40. According to collector reports, sets of up to 7 labels were available: 1.00, 1.10, 1.50, 1.80, 4.40, 4.90 and 5.20.

During the Israphil98 Exhibition pre-prepared packets of 3 (together with 3 Frames), 6 and 10 different values were offered. One could also purchase any of the pre-prepared rates as a single label.

Because every individual could produce different values from the on-site self-service machines, there are no objective criteria for sets of this type.

Therefore, this report will not attempt to suggest criteria, and will limit the scope to reporting observed values only.
