QUESTION:

 I request the answer according to Ayatullah Sistani.

 The current issues of Time and Life magazines show Siamese twin 
 condition in which two people (two heads with different names and 
 different behaviours) are joined at the waist level. They do not wish 
 to be separated. If these Siamese twins were Muslim, should these 
 persons be considered as two separate people or to be considered as 
 one person from the point of view of various aspects of the Sharia?

 Salaamun 'Alaykum;
 
 The answer to this question will depend on what the urf say. The urf refers
 to what is commonly acknowledged by the people residing in that locality. It
 is clear from your question that they are commonly considered to be two
 individuals. They will be treated likewise in the various aspects of the
 Shari'a.
