The subtitle to this song might lead you to expect some sort of tribute to Jimi Hendrix and Janis Joplin, but apart from the introduction, John Lee Hooker doesn't refer to them. Instead it develops into a song against drug abuse, in John Lee's typical, almost hypnotic style.
