We, these people of contrariety with the dubious administration due put forth and asseverate our intrinsic rights that all men are created equal and that they are bequeathed by God with irrefutable, appropriate rights among these are life, liberty and opportunity. The government of these states was created to ensure and protect the ideals that the people desired. However, recently those principles have been infringed upon. Presently it is the puissance of the people to modify or eradicate this maleficent government and institute a new administration to guarantee the security and euphoria of the people. Furthermore, the current position of the people dictates that their liberty has indeed been encroached. Ones should remain circumspect, in that defiance should not occur as a result of infrequent or transient aggression, but subsequent to abundant and grave malfeasances of justice. In accordance with proper, orderly respect concerning all parties involved it is the position of these disputants to catalogue the offenses that have been induced by the current President of these United States.
I. He hath promised to the people, on numerous occasions, pledges that he knew he could not accomplish. He hath demonstrated a lack of a defined, solid ideology and as a result, hath never been able to triumphantly follow through on a promise.
II. While representing himself he pronounced that on the 21st of August 1992 “I have balanced 11 budgets in a row...[while Governor of Arkansas]” 1, yet during that time, he was constitutionally required to do so. Further his inferior record as governor of that state shall deem him unqualified and incapable of performing the duties as president. His record is recorded in time as the following:
III. On the matter of abortion, he hath stated on the 26th of September 1986 “I am opposed to abortion and to government funding of abortion.” 3 Then as a Presidential candidate, in an issue brief, issued by his election committee stated “Bill Clinton has always been pro-choice...”4
IV. On the issue of parental notification of abortion he hath stated in 1990 “... I have also supported restrictions on public funding and a parental notification requirement for minors...”5 then, in September 1992 he stated “[We] oppose... mandatory waiting periods or parental or spousal consent requirements [for abortions]...”6
V. On balancing the budget he hath stated on the 4th of June 1992 “[I] would present a five-year plan to balance the budget”7 , no such plan was ever submitted, then, on the 21st of August 1992, a mere 2 months later he stated “My plan will.. cut the deficit in half within four years.”8
VI. On the matter of taxation, specifically a British Thermal Unit tax, on the 17th of February 1993 he hath stated “I recommend that we adopt a BTU tax on the heat content of energy”9 , yet in a mere few months a representative of the instituting of new taxes, Lloyd Bentsen declared “It will not be a BTU tax”10
VII. On the issue of campaign finance reform he hath stated in the 7th of May 1993, on the matter if his plan, “First the plan will impose strict,” and in the next sentence, “but voluntary campaign limits on spending in congressional campaigns...”11
VIII. On the Catholic church, a prominent member of the Clinton administration, a cabinet level appointee, Joycelyn Elders, said in January of 1992, “The first 400 years black people had their freedom aborted, and the church said nothing...Look at who is fighting the pro-choice movement: a celibate, male-dominated church...We [the administration] would like for the right-to life, anti-choice groups to really get over their love affair with the fetus, and start supporting the children.”12 Then, a few months later he stated “I loved the Catholic understanding of history and tradition and how they shape us.”13
IX. On the matter of governmental influence on the nurturing of children he hath said “[G]overnments don’t raise children; parents do.”14 Then, his wife stated “A lot of programs... basically put too much responsibility on the mother. I mean, if the mother knew what she was supposed to do, she would do it.”15 Virtually asserting that the own mothers of our nation’s children do not know how to raise children.
X. On the issue of foreign policy, specifically China, he hath said the following statements:
XI. Furthermore on the matter of foreign policy with China, in his book he hath proclaimed, “We believe that the Bush administration erred by extending [MFN] trade status to...China”19 . Yet he later extended MFN status himself to China.
XII. On the sensitive matter of Vietnam Clinton said, “Make resolution of the MIA/POW issue a national priority by insisting on a full accounting of all POWs and MIAs before normalizing relations with Vietnam.”20 However, once elected he quickly reestablished trade with Vietnam without making resolution a priority, and without getting a full accounting of all POWs and MIAs.
XIII. Let us not, in passionate debate forget and leave out passages of praise of him, the following quotes are excerpts of praise and let it be recorded so:
Let it be said that we are in no way dictating that he is as oppressive and despotic as his followers, nor that he is completely supportive of his followers, but let it been shown and implied those in the world who share his beliefs.
XIV. The following is a listing of quotations from Friends of Bill’, persons who he supports and believes in:
Let it be stated for posterity that these are members of Clinton’s own party.
XV. Careful attention has been levied by him upon the environment and on matters therein pertaining to commercial mining it has been stated in the Arkansas Gazette “Governor Bill Clinton has signed legislation allowing commercial diamond mining at the Crater of Diamonds State Park”29 , then he hath said, “I’ve never supported commercial mining”30
XVI. As in the matter concerning complaint XV, the following is another example of a blatant lie as put forth by Clinton and his administration, “Governor Clinton has passed legislation demanding the death penalty for dealers who kill with drugs”31 When in actuality, according to the Arkansas Gazette, “...legislation that specifically called for the death penalty for drug kingpins failed in a state Senate Judiciary Committee...” 32
XVII. In service to his country he hath acted in immense cowardice, and in an unsupportive manner to his fellow countrymen who patriotically laid their lives on the line for the sake of preserving democracy and freedom. Even more treacherous was his obvious prevaricating of his own record on the subject. We find this to be despicable, that a man would go against his fellow citizens, demonstrating against them in a foreign country, and then attempt to associate himself with those heroic men. In 1979 he hath said, “I put myself in a position to be drafted. Not very many people were doing that... the draft was the law and if I’d been called, I was ready to go and do the best I could.”33 Further he hath said “We must take good on the words of Thomas Jefferson, who said, A debt of service is due from every ,an to his country...”34 Mr. Clinton must think that he is somehow exempt from this principle. Furthermore, he had previously stated a decade earlier to these statements, in a letter to a director of ROTC programs, “First, I want to thank you, not just for saving me from the draft...”35 and he also stated, in the presence of the members of the American Legion, “In 1969, while studying at Oxford, I received a draft notice.”36 How can such a man who has total disregard for the values and honor that we hold so dear, discard them with such ease.
XVIII. In other matters of foreign policy he has severely floundered, never fully defining specific American roles in the world economy, he has forced our manufactures to blindly fend for themselves. With the continent of Europe and country of Japan, he and his administration have attempted to play both sides of game by stating “[Japan is] the most important partner of the United States.”37 While also stating “And you [Europe] remain our most valued partner” 38.
XIX. On the issue of clear lying he had stated, on numerous occasions, statements as to his “1st one hundred days” including, but not limited to, the following: “I’ll have the [economic] bills ready the day after I’m inaugurated... we’ll have a hundred-day period.. It will be the most productive in history.”39 “I do think we’ll be able to do something within a hundred days”40 . “[I will ] offer, within the first one hundred days of taking office, a comprehensive health care plan.”41 Then in the most underhanded of reversals his administration stated, “People of the press are expecting [us] to have some 100-day program. We never had one.”42 And he himself hath stated, “I don’t know who led you to believe that [I would impose a swift introduction of economic legislation] but I’m the only one who’s authorized to talk about.”43 Well sir, we the people received that conception from your own promises’. And your hundred days were in no way the most productive in history, but rather contained the imposition of placing persons of homosexual orientation into the Armed Forces, a topic that consumed your administration and a topic that the public was never informed about, except for a sly, little-heard quote that you made in September of 1992, stating that “[I will] issue executive orders to repeal the ban on gays and lesbians from military or foreign service”44 . Which you attempted to do despite the rational and logical approaches supported by not only ourselves but very high-ranking members of the United States Armed Forces, the greatest military in history.
XX. On the issue of the role of the First Lady, we shall not engage in personal acts of aggression, except to say that the position of First Lady, one of marriage, is not elected upon. Therefore, we living in a representative, democratic republic reject the idea that such an unelected person shall have overextending powers on major policy issues, and conduct hearings and inquiries upon those issues in covert methods.
XXI. On matters concerning the role of Congress in foreign policy he hath said “And of course for me to do it [U.S. air strikes in Bosnia] the Congress would have to agree”45 and then he hath said “ I thought I ought to say clearly today that I would strenuously oppose such attempts [by Congress] to encroach on the president’s foreign policy powers.”46 If he can not decide on the role of the legislature, how can he expect it, or the country, to be effective. He can not. Therefore he is hindering the prosperous progress of the United States.
XXII. Further, on the affair of foreign policy, as a candidate observing the position of the incumbent President on the issue of Haitian refugees he declared “I think the President [Bush] played racial politics with the Haitian refugees. I wouldn’t be shipping those people back.”47 And “[We will] reverse the Bush Administration policy, and oppose repatriation... [and] Give fleeing Hatians refuge”48 However, once elected, However, once elected, he changed his position on several occasions, to the best of our recollection here is a listing of some of his foreign policy changes concerning Haiti:
XXIII. The most shocking statement that he hath made concerning foreign policy was the following: “his [Bush’s] failure to articulate clear goals or a rationale for an engaged foreign policy has fueled a dangerous new isolationism.” “We need a President who can set clear goals and explain to the American people the importance of an international engagement”49 First of all, on the matter of isolationism, was it not George Bush who led an international coalition to oppose the tyrannical actions of Saddam Hussein, in one of the most successful military campaigns in history. Second, on matters of clear goals, in that war Bush stated to the American people what we did, why we did it and that we did it with pride and triumph. Clinton, however, has been a disaster, whether it be the failed mission in Somalia, the mishap with Haiti (refer to complaint XXII), inaction in Bosnia, the floundering with North Korea or other indecisiveness, Clinton has clearly established himself as an ineffective leader while forcing Americans to only ponder as to the reasons why their brothers, sisters, mothers, fathers, sons, and daughters were killed and their bodies subsequently desecrated (in Somalia).
XXIV. On the matter of Iraq, he hath said “A Clinton-Gore Administration will never forge strategic relationships with dangerous, despotic regimes [with Iraq]". Yet it has been documented that he later said “So let me just say I wouldn’t rule out reviewing our options [with Saddam Hussein] in the future... we’ll see what happens over the next several days and we’ll take it from there”50 Clearly he changed his position on a delicate without a second thought.
XXV. As a candidate, he hath stated “I’m not for gun control,”51 Yet in an obvious lie, he stated, not just a few years later, “...pass the Brady Bill [for a waiting period on handguns]...Virginia’s once-a-month handgun purchase is worth adopting...we need to look at this whole business of licensing federal gun dealers...there are certain kinds of guns that can be banned”52 . This contradiction and complete change of position (one if many) demonstrates his indecisiveness that will lead to the deaths of Americans if faced with a serious crisis. We the people are in support of the right to bear arms as guaranteed to us by the Constitution. Let it be stated, though, we believe that the framers of the constitution intended for private citizens to possess weapons. Note that the second amendment states: “A well regulated militia, being necessary to the security of a free State, the right of the people to keep and bear arms, shall not be infringed.” This amendment was added to the Constitution to protect the states from the federal government, more fundamentally, it was to protect the people from an encompassing government. Therefore, it was the framer’s intention to maintain the power with the people, consequently, the people’s rights to keep and bear arms to protect themselves, not only from the government, but from other dangers, was dignified with the statement that their rights shall not be infringed. Hence, this would dictate that Mr. Clinton is acting in contempt of the Constitution of the United States.
XXVI. On the subject of manipulation and the pandering to an audience we present the following statements: In front of a gathering of Jewish persons he hath stated, “[I] would keep a glatt [strict] kosher kitchen in the White House.” When in actuality, as supported by a White House chef, “We don’t serve kosher meals on a regular basis”. Also refer to objection VIII, XII, and XVII. Clearly, he uses his rhetorical skills to manipulate his audience by merely accepting all of the positions that his spectators retain and then simply telling them what they want to here’. Certainly a man who has no convictions is in no position to sustain the responsibility of the Presidency.
XXVII. On the important issue of health care, Clinton declared the following: “I pledge to the American people that in the first year of a Clinton Administration we will present a plan to Congress and the American people to provide affordable, quality health care for all Americans.”53 and “In the first year of the Clinton Administration, Congress and I will deliver quality, affordable health care for all Americans”54 and “[I will ] offer, within the first one hundred days of taking office, a comprehensive health care plan.” 55 As history has shown, this pledge’ was solely another empty promise, and demonstrated that Clinton’s word is not worth anything. Furthermore, on health care, he stated that “People don’t want some top-down bureaucracy telling them what to do anymore.”56 Yet his plan would create the same bureaucracy that he says the people do not want. Some recommendations in his plan are:
“The National Health Board, the Department of Labor, and the Department of Health and Human Services are authorized to issue any regulation [pertaining to the health care law] ..on an interim and final basis.States may establish one, and only one, regional [health care] alliance in each area” 57 On the issue of issuing a cost analysis he originally stated, “We could cover every American with the money we’re [now] spending”58 , then it was changed to “...we’ll need $30 billion or $90 billion of additional annual expenditure by the government by 1997”59 then, the authority of the subject, Hillary Rodham Clinton said “$100 billion’ more”60 . Such a discrepancy of $100 billion dollars should not be easily forgotten. With the cost of the plan set, the question arose, will where the money come from? He and his administration have responded in the following manner: “32 percent”61 , “... a few people will pay more”62 , “40 percent”63 , “One hundred percent of the people...”64 , “So let’s stop this nonsense about who pays and who doesn’t pay.”656 , “30 percent”66 Further proof of indecisiveness. On the matter of how such revenue would be collected Clinton was ready to list many different methods of taxation. But, first let us recall what his original thought on the subject was, “We don’t need... a tax that asks hard-working people who already pay too much for health care to pay even more.”67 . However, as usual, he was quick to betray the people and go back on his word stating that “There will be a buy-in, which they can call a payroll tax [for health care]”68 , then Al Gore (Clinton’s Vice President) declared “We haven’t proposed any payroll tax.”69 . Then Labor Secretary Robert Reich said “I think there is a possibility that with regard to... alcohol and tobacco and so forth, that Americans may be asked to bear a small part of the health care costs.”70 Shortly there after, Clinton changed the direction of his administration again and avowed that “In terms of how it will be paid for, let me say that no decision has been made...”71 After his declaration, though, he soon allowed members of his administration to change the official word, pronouncing that “...[health care is] going to take some more resources, and a VAT or a general sales tax has a good deal to recommend it.”72 Finally, in one of the more appalling quotes, when asked by Congressman Jim Bunning “...do you think the Administration would consider taking... caffeine, cholesterol, salt, sugar, alcohol...and putting a tax on those?”73 Hillary Clinton’s response: “If there is a way that you can ever come up with to tax substances like the ones you’ve just named, we’ll be glad to look at it.”74 In her statement the wife of the President insinuated that Mr. Clinton would at anytime accept a tax on the American people if a way could be devised to deliver it. Clinton hath stated many times of the evils of “health care bureaucracies” and that “We’ve got to quit having the Federal Government try to micromanage health care”75 although the Clinton plan called for:
Overall, he lied in promising the people a plan within a hundred days, or even a plan at all that would provide affordable coverage for all. In addition, the plan he would have proposed would have induced numerous extraneous taxes. His dealings with a health care proposal further his inclination to lie and never stay with his beliefs. We believe in a President who does not necessarily agree with our positions one-hundred percent, but rather one who has the courage to stand by his convictions. In this manner Clinton has failed, himself and the United States.
XXVIII. He hath also seen fit to attempt to engage the various financial, gender and social classes of this country against each other. Such an attempt is detrimental to the survival of our country as an undivided melting pot’. We value the diversity of the states and take umbrage in such an endeavor. He hath not only engaged in such division, but has even been contradictory of himself. Take as an example the following statements: “I would show no sympathy for the violation of the law...”77 Yet he later excuses the lawlessness of the Los Angeles riots “Oh, to be sure it was heartbreaking to see some little children going into the stores in Los Angeles and stealing from their neighbors. But they live in a country where the top 1 percent of Americans have more wealth than the bottom 90 percent.”78 In true Clinton fashion he criticized Bush and Reagan for allegedly “For 12 years, this President and his predecessor have divided us against each other-pitting women against men”79 then, early in his presidency he promised that “I would not restrict myself to having just half the cabinet [be] women; I might want more.”80 ; But when his cabinet was nearly complete and he was asked to estimate the number of women in it he responded, “[m]ore than three”81 .
XXIX. In another attempt to divide the country he hath attempted to characterize the Republicans as evil, while all the time accusing them of the blame game’. In the Los Angeles riots he tried to blame the Republicans by stating “[Republicans supported] more than a decade of decay.” 82 Then the very next day he tried to play the innocent bystander by saying “I don’t think today is the day for us to be casting stones and placing blame.”83
XXX. Taxation is an issue that will always grasp the attention of citizens in this nation. Unfortunately, Clinton hath used this issue to deceive the American people. He hath stated, “I’m Bill Clinton, and I believe you deserve more than 30-second ads or vague promises...[My economic plan] starts with a tax cut for the middle class.”84 “For twelve years, the Republicans have raised taxes on the middle class. It’s time to give the middle class tax relief.”85 (we will momentarily not mention the fact that the first sentence is an out and out lie). “Ronald Reagan and George Bush pushed through programs that raised taxes on the middle class. I think it’s time to cut them. And in my administration, I will offer middle income tax cuts that will cut rates on the middle class”86 “We will lower the tax burden on middle-class Americans”87 “Middle class taxpayers will have... a significant reduction in their income tax”88 After all of this build up it is no wonder the American people believed that they would receive a tax cut. However, exemplifying demagoguery, Clinton retracted on his promise as soon as he was elected and instead of a cut, it became a raise in taxes, “To middle-class Americans who have paid a great deal for the last 12 years and from whom I ask a contribution tonight...”89 In this act of betrayal we believe he has wronged the people of this country and compromised the integrity of the Presidency.
XXXI. On the matter of past leaders of our country, he hath shown attitudes toward them according to the popular feeling of the country at the time. James Danforth Quayle, the 43rd Vice President of these United States stated, justly, on the 19th of May in the year of our Lord nineteen-hundred and ninety-two “[the Murphy Brown character is mocking the importance of fathers by bearing a child alone, and calling it just another lifestyle choice.’”90 The Vice President is his speech was representative of all Americans in asserting the family values that we hold so dear in this country. It is the family that is the strongest component in the world, not only does it nurture and mature our youth it provides support for all members at all times. Mr.Clinton and his administration, though, themselves mock the importance of familes by stating, in response to Quayle “The world is a much more complicated place than Dan Quayle wants to beleive. He should watch a few episodes [of Murphy Brown] before he decides to pop off.”91 What Mr. Clinton was implying was that the world today does not present the necesity for parents, but we strongly affirm the moral importance of the family to the success of this nation. However, once it was obvious to Mr.Clinton that Mr.Quayle did indeed assert the values of Americans, Clinton reversed his original, partisan position and stated “I read his [Quayle’s] whole speech, the Murphy Brown’ speech. I thought there were a lot of good things in that speech. I think he got too cute with Murphy Brown’ but it is certainly true that this country would be better off if our babies were born into two-parent families.”92 What Mr.Clinton admitted to on his statement was that he will always be quick to judge without fully observing and comprehending the complete situation. Such a rush to judgement is severly dertimental to the future and security of the United States.
XXXII. On the concern of betrayal, he hath betrayed the trust of members of his own party. The issue at hand was the U.S. Senate’s $23,200 per-member pay raise. In his campaign commercial he declared “For 12 years the politicians in Washington have raised their pay... that’s wrong.”93 However, the next day a Democratic collegaue of Clinton, Congressman David Obey stated that Clinton had “personally told me the pay raise was a good idea.” 94 If he can not be honest with and retain the trust and respect of members of his own party, how can we expect him to gain our respect and how can we be expected to beleive his word.
He has on many opportunities spoken and then blatantly lied against his own word. It is this indecisiveness, hypocrisy and misrepresentation that we feel has corrupted America. Such as in his statements that he would have a 100 day period’, a middle class tax cut’, bills ready by day 1’, only the wealthiest will pay’, etc. More importantly he has destroyed the reputation and respect for the United States. In his vacillation in foreign policy areas, such as, Haiti, Somalia, Bosnia, Iraq, North Korea Vietnam, Cuba and other countries he has severely compromised the integrity of the United States. His hypocrisy is the most obvious and notable of his weaknesses. After openly rejecting the positives of the eighties and shamefully speaking of persons who honestly tried to better themselves and their families lives he was forced to admit that he too had engaged in such ‘horrid’ acts in which, of all things, he tried to make money to support his family. Furthermore, he has candidly stated that the eighties were the worst economic period in the USA in the last 50 years, and how harmful that decade was. Despite a remarkable 96 straight months of economic growth and the creation of 20 million new, long-term, well-paying jobs, as well as having the highest number of employed Americans in U.S. history (110 million), deramatic decreases in inflation and stagflation, and cutting the unemployment rate in half.
The President has been given more than plenty of leeway in this situation, and we have even provided him the proverbial ‘benefit of the doubt’, however he has been consistently inconsistent, contradicting himself and overall, opposing the beliefs held by mainstream Americans. We must ask ourselves, shall we allow this directionless wandering to continue? Or shall we take a stand and defend our position and our rights that have been violated. We have been lied to and taken advantage, by a great orator, but a poor president is who we have entrusted our and our children’s future with.
It is because that he has refused to recognize our innate rights, and the fact he has refused to negotiate and communicate with us in a decent, respectful, diligent nor reverent manner that we, this confederation of the people of the United States of America do ordain our Independence from any and all ties that bind us to that incompetent demagogue and absolve ourselves of any duties to him and constitute a new government based upon the natural rights of all people to life liberty and opportunity.
