Mr. Turner: About item 3) here and the additional term of reference to it, i will advise you that the added thing, obtained from "The Anti-Apartheid Network" this past week, confirms that the information i gave Bill Vander Zalm last year was correct.
I gave the "Southern Africa Action Coalition" a copy of it recently also, once i realized that i hadn't done so before.
I know this is a subject that backbenchers like to bring up in their Members' Statements. May i urge you to explain "(my) present situation" to those in your caucus who might, so they don't in future end up being dismissed by Pretoria as hypocrites? (After all, i likely have enemies in the Middle East--or, given the August 31, 1989 burglary of my house, right here in Canada--and no one in Ottawa has to date said anything or done anything about this.)
Incidentally, i spoke with Roy Derrick of Shell Canada by phone after Vancouver City Council passed its boycott of Shell products as a protest against apartheid. He sent me some things about Shell's position, the City Law Office gave me a copy of the dossier Shell gave to Council, and before i could get to Mr. Derrick the document copies i promised i would send--they started the lawsuit challenging the boycott.
The Quadra N.D.P. representative with whom i spoke at the "Anti-Apartheid Network" meeting on January 22, 1990 suggested i keep in touch with the Law Office if i want to keep track of this. She thinks Shell will lose the case, or, if it wins, the ruling will be appealed by the City.
As you likely realize, the Arabs have been fairly active in the international community in pressuring South Africa by means of an oil embargo. There's probably some things i can do that the Arabs would appreciate in this regard. But i lack that document copy from Mulroney.
I think that this time you ought to talk with him directly about these matters.

About the closing remarks to PREMIER Vander Zalm in this January, 1989 statement to him and the dearth of replies by any of you three to my January, 1988 statement to you three about Canada's child abuse problem, i advise you that N.D.P. Member Joy Langan sent me some information about her Private Member's Bill. I agree that there has to be coordination of the federal and provincial functions and a more uniform punishment that will discourage the practices of child sex abusers.
I note that the November 27, 1989 Maclean's cover story, "The Abuse Of Children", begins thusly:

"They seemed to be a typical couple, struggling to live in an expensive city with two young children. To avoid the high cost of day care, she worked night shifts as a hospital nurse whenever she could, leaving her husband, who worked during the day for an electronics firm, to look after the children. Then, during the summer of 1985, her four-year-old daughter complained of pain and bleeding around her rectum. Despite doctors' assurances that there was no cause for concern, the woman said that she was disturbed when the problems persisted. Acting on a hunch, she asked her daughter, 'Would this go away if Daddy went on a vacation?' The girl replied, 'Yes.' It is now 4½ years since the woman, who asked to remain anonymous, discovered that her husband was sexually abusing their daughter, but even now, she says, her feelings of guilt and anger remain. 'It shook my concept of the world,' she told Maclean's. Now 32, divorced and recovering after extensive counselling by Children's Aid workers, she added, 'I thought sexual abuse only happened in really dreadful, disturbed families--until I found it in my own home.'"

Later on, the article explains:

"...Many police officers say that they find dealing with sexual-abuse cases emotionally stressful. Calgary police Det. Harvey Cemaiko said that, in one of his most wrenching cases, a three-month-old baby girl contracted a sexually transmitted anal infection after one of her parents abused her. Said Cemaiko: 'You name it, it can happen.'"

Please understand that once Mulroney's fun started last year, i decided to delay sending Pretoria the copies of my June, 1988 statements to Desmond Tutu and Frederick Van Zyl Slabbert until after he desisted. Then, Botha had his stroke, the power struggle ensued, and i still have to send deKlerk the copies. One of the "concerns" this will raise again will be the apartheid regime's torture of South African children.
Is this not a "concern" Ottawa wishes to be seen to be sharing?
Given the amount of documentation the U.N. SECRETARIAT has about Ottawa's ignorance of the country's child abuse problem, it's hard to say how far its credibility will go in expressing indignation about the welfare of children unless the "concern" is held by more than just a private member and her bill.
I note Javier Perez de Cuellar's recent statement that the U.N. should be involved more in human rights issues. And the children's rights bill is a matter of debate now in the international diplomatic community.
Is this to be another case where, recalling the July 10, 1986 Calgary Herald article, "Stance on sanctions unchanged sinced 1977", in relation to the cooperation we requested by Trudeau in 1978...you just stand idly by until there is so much tragedy you have to do something, too little and too late?
I read that cases of teenage AIDS in Vancouver doubled since last year...
