Mr. Trudeau:

Yesterday's mail brought me what i have enclosed a copy of here, alone[along] with a copy of the "North-South Institute"'s document, "Disarmament and Development: Security In An Interdependent World", as i requested in a statement sent to Bernard Wood on June 27, 1985.

When i was in the office of the Honourable Pat Carney on July 12, 1985, to see if they had received yet the copy of the Senate's study paper on Canadian policy in the Middle East which they have ordered a copy of for me because i explained to them that i did make a deposition to Senator van Roggen concerning it, i mentioned to them that i would have to write you again because, in my first glance at the "North-South Institute" document, i found the following written in it:

"Copyright North-South Institute, 1985. May be freely excerpted or reprinted provided credit is given and a copy of the publication in which the material appears is forwarded to the North-South Insitute."

I also mentioned to Ms. Carney's office, Mr. Trudeau, that as i recall it, an equivalent term was included in the 1978 "gentlement's agreement" between the Carter Administration and i concerning my "International Diplomatic Work...on a direct basis."...You know the one i mean, Mr. Trudeau. The one in response to your "habit" of "borrowing" things or paraphrasing things from my reports to you (and others i provided your government with copies of statements to), without crediting me or the terms of reference, often (we felt) misrepresenting the original and continuing "concerns" for your own unclear purposes.
The one which your 1978 government's justice minister, Mr. Ron Basford, helped me prepare so that it would hold up in court, if i had to resort to that to get you to stop it and resolve certain "problems" of serious "concern" to us. I believe you abrogated the agreement, Mr. Trudeau.
Does this mean you alone represented "a Canadian concern" by your actions? I debated for several weeks whether to send you a copy of something now in the authorities' hands in Ottawa and Washington c/o that honourable organization in the U.S.S.R. which has provided you with something to do this summer, but decided it would not be appropriate to do so. You remain retired from active political life and what i asked of you and Mr. Blaikie in the May 17, 1985 correspondence (which i note was received by your office on May 27, 1985, in registered letter #954) does not "concern" politics, Mr. Trudeau: it "concerns" a violation (or violations) of a principle(s) of natural justice." I asked the law firm employing you if it will handle my forthcoming appeal to the Supreme Court of Canada. So, we will see none of this "political energy," right? We will see respect for law in practice by this prestigious law firm.
Or can't you handle that?

For some reason, i haven't got the acknowledgement of receipt card for my June 18, 1985 registered letter to Gerald Emmett Cardinal Carter back. I have, by the way, informed the Prime Minister and Mr. Turner that, failing establishment of suitable lines of communication between Washington and Ottawa and i before early-August, 1985, i will have to resume direct contact myself with the Vatican. Your "policy of silence" left too many "loose ends," Mr. Trudeau.

According to the agreement, i will provide the "North-South Institute" with a copy of this.
