- Oct4-2008--Changing the NFC award should require a constitutional amendment as i think distribution on the population basis is in teh constitution...all provinces have their own preferences on how it should be...with sindh even wanting to take away sales tax paid by teh consumers in each province...while apparently if everything is tallied sindh seems to get much more than its share in population and punjab seems tobe slowly being pushed on its population based huge share...obviously a larger population entails having to develop many more cities and villages than a smaller population province..however political clout gives major areas such as karachi, islamabad and these days multan much greater leverage and funds..balochistan would have to however spend much more on basic infrastructure such as roads...the NFC in effect does little as it does not tricke money or anything to the poor...balochistan could be compensated in jobs in which nwfp has a much larger undue share...while many donot regard nwfp and sindh tobe underdeveloped teh government should take into consideration its neglect of interior sindh viz karachi...the two smaller provinces could be compensated by giving them an extra say forty billion every year for five years as teh NFC does little to enhance development in the punjab or improve teh lives of its citizens
