Whereas the complexity of Cyberia's simulation makes it difficult for the President to control it all, the President has delegated the following: The Governors and Mayor shall have control over the simulation within their provinces, so long as it doesn't have an impact on the nation as a whole (such as a massive labor strike during a political debate), which shall remain with the President.
Executive Resolution #2:
Whereas inactivity is putting a stress on our political system, political parties who fail to put up candidates for office, or boycott general elections, will be placed on probation. If they fail to participate in a second general election, their party will be disbanded. If the party consists of one or two members, then the individuals will be purged from Cyberia.
