Section 1: The Cyberian government shall have a responsibility to ensure that Cybercare is adequately funded such that a high quality of medical and dental care may be provided to the whole population.
Section 1.1: The Cyberian Health Service (Cybercare) shall be created within the Department of the Interior.
Section 1.2: Cybercare shall be financed purely
Section 1.2.1: from the Cybercare levy; and
Section 1.2.2: from federal revenue appropriated by the National Assembly.
Section 1.3: The Cybercare levy is fixed at 1% of taxable income for all Cyberians and the proceeds of the Cybercare levy shall be appropriated exclusively to the capital and operating costs of Cybercare.
Section 2: Medical and dental services shall be charged at a maximum fee per service, regardless of cost.
Section 2.1: This fee shall be set by the Minister of the Interior.
Section 2.2: This fee may not exceed the value of the federal minimum wage at any time.
Section 2.3: Any medical or dental practitioner providing services under this Act may:
Section 2.3.1: bill the patient; or
Section 2.3.2: bill Cybercare.
Section 2.3.3: A patient billed by their practitioner may later claim the maximum fee from Cybercare.br>
Section 2.3.3.1: A practitioner who bills their patients may charge more than the maximum fee for a service.
Section 2.3.4: A practitioner who bills Cybercare for a service shall receive the maximum fee.
Section 3: Cybercare shall establish and operate a system of free public hospitals.
Section 3.1: Private hospitals shall continue to coexist with the public hospitals.
Section 3.2: Cybercare shall provide free hospital care of all kinds to all Cyberian citizens.
Section 3.3: The exception shall be where the Minister of the Interior regards the operation asked for as frivolous or wholly unnecessary.
Section 3.3.1: Cosmetic surgery might fall into such a category.
Section 3.4: Doctors and hospital staff employed by Cybercare shall not charge for consultations, for visits, for medical advice, for operations, or for hospital food; nor may they levy any other charges except as set out below.
Section 3.5: Cybercare shall ensure that there is at least one public health center in every town of more than 6,000 residents; and that every town and every city has at least one public hospital per 150,000 residents.
Section 4: Drug prescriptions shall be charged at a maximum price per prescription, regardless of drug cost.
Section 4.1: This price shall be set by the Minister of the Interior.
Section 4.2: This price may not exceed the value of the federal minimum wage at any time.
Section 4.3: If someone is unable to obtain a doctor's prescription for a drug, then the full price of the drug is payable, if indeed the Department of the Interior has licensed that drug for general sale.
Section 4.4: Any shop selling prescription medicines shall sell them at the price fixed under Section 7.1 to those people who have a valid doctor's prescription.
Section 4.5: Cybercare shall reimburse the shop for any remainder in the cost of the drug.
Section 4.6: The groups exempt from any and all prescription charges shall be:
Section 4.6.1: hospital patients;
Section 4.6.2: those registered with the government as unemployed;
Section 4.6.3: those under 18;
Section 4.6.4: college students;
Section 4.6.5: those on government pension schemes; and
Section 4.6.6: and those over 65.
Section 5: The Cyberian government shall pay in full the college fees of those medical students who agree to work for Cybercare for at least four years after they receive their qualifications.
Section 6: A Province may opt out of this Act by a vote of the Legislature or by a referendum of the people of the Province.
Section 6.1: The citizens of a province which has opted out under this section are exempt from paying the Cybercare levy.
Section 7: One year after the commencement of this Act, unless otherwise provided by law, the benefits of this Act shall apply only to those Cyberians whose income is less than ~10 000 or who are otherwise in receipt of welfare payments by the Cyberian government.
