Section 1: Planning and Construction - The Commonwealth shall establish Cyberrail, a countrywide railway network to expand
the economy and improve the efficiency of the market.
Section 2: Fibre-Optic Communications Network - The Minister of the Interior, in consultation with the Minister of Defense,
shall construct a fibre-optic cable network capable of carrying data for the proposed submarine defense system along the route of
each tunnel constructed.
Section 3: Transport Hierarchy - It is the intent of the National Assembly that the rail system shall be
the primary means of land transport for both passengers and freight in Cyberia, competing forms of land transport shall be required
to meet the actual cost of their operations including road wear and environmental pollution.
Section 4: Funding, Operations, Tendering - The project shall be fully funded and operated by the Minister of the Interior.
Section 5: Appropriation -The following sums are appropriated for the construction of Stage 1:
Stage 1 to be completed by 2001 totaling 1,900 kilometers @ ~98,260,000 divided 2 years. = ~49,130,000.
Section 6: Ownership, Provincial and Private Investment - The appropriation at Section 5 of this Act may be reduced by the
President where a private corporation agrees to invest in Cyberrail; the amount of such reduction shall be equal to the total of any
private or provincial investment; the federation and other investors shall own that proportion of the system funded by their own
investment.
Section 1.1: The technology shall be magnetic levitation.
Section 1.2: Stage 1 of the network shall be the Coastal Line connecting Kernsopolis - Belar City - Corliana - Bava City - Menet
City - Lasteria and shall be completed on or before 01 January 2001.
Section 1.2.1: The existing Malan Provincial Line running Malanj - Matthias - Seahaven will be connected to the Coastal Line by a
new line running Seahaven - Lasteria.
Section 1.2.2: The existing line linking Malanj to the Windsor Isles by tunnel will form part of Cyberrail.
Section 1.2.3: The terms of purchase shall be agreed between the federation and the province of Mala.
Section 1.2.4: The order of construction of the various lines comprising Stage 1 shall, unless the National Assembly otherwise
directs, be determined by the President on the recommendation of the Minister of the Interior.
Section 1.3: Stage 2 of the network will be a system of conventional branch lines extending into rural districts and shall proceed
at such time as the National Assembly may direct.
Section 1.4: Stage 3 of the network will be construction of the line shown in the Plan at Schedule 1 and not covered by Stage 1.
Section 1.5: The Minister of the Interior shall report to the National Assembly before 01 June 1999 on the feasibility and
desirability of constructing a single international port for Cyberia.
Section 4.l: Privatization of Cyberrail or part thereof shall be considered after completion of Stage 1, as an alternative Cyberrail
may be retained in public ownership and an annual dividend paid to each Cyberian citizen on the model of the Alaskan Permanent
Fund, but the National Assembly final ownership of the system shall be as be decided by law.
Section 4.2: Subject to this Act, fares and freight charges shall be fixed by the Minister of the Interior at a level which reflects the
capital and operating costs of Cyberrail, as well as the economic, social and environmental impact of other forms of land transport.
Section 4.3: The stages shall be constructed, in whole or part, by the private sector under a process of competitive tender.
Section 4.3.1: Each tender shall have a deadline fixed by the Minister of the Interior and blind tenders shall be submitted before
the deadline.
Section 4.3.2: The Minister of the Interior shall make recommendations to the National Assembly on which tender to accept, but
the Assembly is not bound to follow those recommendations.
Section 6.1: Private investment shall be by way of tender.
Section 6.2: Each tender shall have a deadline fixed by the Minister of the Interior and blind tenders shall be submitted before the
deadline.
Section 6.2.1: The Minister of the Interior shall make recommendations to the National Assembly on which tender to accept, but
the Assembly is not bound to follow those recommendations.
Section 6.3: There shall be a Cyberrail Board.
Section 6.3.1: The Cyberrail Board shall comprise directors appointed by the federation, provincial and private investors in relation
to the amount of their investment.
Section 6.3.2: The members of the Cyberrail Board may be real citizens or otherwise as the federation and the private investors
agree.
Section 6.3.3: For the purposes of this section the investment by the Province of Mala shall be defined by reference to track
constructed by that Province as a fraction of the total length of track comprised by the
Cyberrail system.
This appropriation explains Section 2 of the Cyberrail Act in more detail. It is to be voted on separately and the results will be incorporated into Section 2 if required. The benefits of early warning data would greatly increase Cyberia's defensive response capabilities and would outweigh the initial investment.
The purpose is to establish Cyberia's ability to detect hostile submarines which might come near our shores. Cyberia currently has no sort of early warning defense in place to detect submerged vehicles. The placement of a SOSUS sonar net around Cyberia, which then would be tied to our early warning network, giving us additional information about approaching forces. Arrays are to be placed around our naval facilities in Corli and Lasteria.
The cost estimate for placement of a full array is ~50,000,000 and for placing a partial array ~15,000,000. To determine the best approach considering the existing tunnels, a feasibility report will be requested with an estimated price of ~5,000. The appropriation is made for ~50,005,000.
