C.F.C. 98-013 Revision of CFC 98-003, the Civil Service Code Act of 1998

Section 1. Public officials, defined as Governor, Deputy, Cabinet official, Supreme Court Justice, or the President, whom have a controlling interest in a business or corporation must disqualify themselves from participation in government decisions concerning same or in government decisions concerning the buying and selling of products produced by the business or corporation.

Section 1.1. A controlling interest is defined as owning ten (10) percent or more of the stock of the corporation or sufficient authority to direct the operations of the business.

Section 2. Officials involved in the violation of this provision are subject to censure by the Chamber of Deputies which may involve removal from public office, disqualification from holding public office for a period of one year, and fines up to ~500,000.


CFC 98-014 Press Forum Bill

Section 1. A Press Forum will be established to promote the freedom of speech and expression per Section 3, Article 8 of the Bill of Rights.

Section 2. The Press Forum will provide links to the various newspapers and periodicals published in Cyberia.

Section 2.1 In addition the Press Forum will be used to announce the latest edition of each available newspaper and periodical to the public.

Section 3. Maintenance of the Press Forum will rest with the President until such time he deems fit to delegate the administration of this cite.

Section 4. Newspapers and periodicals failing to conform to the Press Forum are subject to a fine of up to ~500 per offense. The determination of violation and the amount of the fine are to be determined by a federal justice. Repeat violators may be subject to a two-week suspension of their Press Card at the discretion of the judge.


CFC 98-015 The Federal Patent Office of Cyberia

Section 1. A patent office is hereby established in Cyberia.

Section 1.1 Patents may be submitted for technological, pharmaceutical advances and inventions by the entity or individual who will hold the patent.

Section 1.2 Descriptions of the technology, pharmaceutical advances or inventions, which require patent protection, are to be submitted by the potential patent holder.

Section 2. Patents are to be submitted to the Chief Justice together with a ~600 registration fee.

Section 2.1 After due consideration and review, the Chief Justice will grant the patent which will remain effective for a period of five years.

Section 3. Suspected patent infringements are to be reported to the Chief Justice for review and possible litigation. Should the Chief Justice conclude sufficient evidence exists for a possible civil case, he/she made demand resolution by arbitration. If criminal acts are involved in the potential infringement, the Chief Justice, may file criminal charges against the infringer.

Section 4. The Federal Government of Cyberia reserves the right to use any or all patents filed for military weapons and/or equipment without liability and payment of royalties.


CFC 98-016 Judicial Districts Revision Act

I. Judicial Districts 1 and 2 shall merge, and be hence forth known as Judicial District 1. Judicial Districts 3 and 4 shall merge and be hence forth known as Judicial District 2.

II. The amount of Supreme Court seats shall be adjusted properly.

III. Once the population of Cyberia reaches 300, the original Judicial Districts shall be restored. 1
