The CCCP is a program sponsored by the federal government to ensure Canadian content and presence on the internet. It is a co-ordinated effort by the Canadian Radio and Television Commission (CRTC), the Ministry of Culture, and the Multiculturalism Secratariate. The CCCP has embarked on an ambitious Five Year Plan to ensure Canadian Values and Culture are an important component of the World Wide Web in Canada. It is not enough that there will simply be "Canadian Content". Web pages produced by Canadians are "Windows on the World". Thus, any Canadian web page must reflect the core values of Official Canadian Culture, namely Multiculturalism, Ethno-Cultural Equity, Tolerance, Acceptance, Equality, and Bilingualism.
The first step will be to identify all web pages of Canadian origin. Internet Service Providers client list will of course will be the primary source. Once a site has been identified as a Canadian web site, the site manager will be required to put an identifying page up to show to everyone that this is a Canadian web site. The site manager will also be required to state what percentage of the web site material is actual Canadian Content. It is suggested that the content of each Canadian Site must be at least 40%. This percentage might rise at a future date. It is important to make Canada's presence known on the web, so that anyone accessing from anywhere in the world will know that he is on a Canadian Web site.
The second step is by far the most ambitious and most important. Each web site will be rated according to how closely the content of the site conforms to and reflects the core values of Official Canadian Culture. Each web site will be rated on a scale of minus 5 to plus 5. National and local committees will be set up to evaluate each web site based on published guidelines. After this process is complete, each web site will be given it's rating. Web site managers will be required to show the rating on the CCCP entry page. Any page with a negative listing will be required to show a warning describing why the site has a negative rating. For example, a site that existed solely to promote multiculturalism would get a plus 5 rating. A site dedicated to Canadian sports or entertainment would get a plus 3. An inclusion by the web master of a statement of support for the values of Official Canadian Culture would see the web rating rise by one point. Any site that promoted views not consistant with Official Canadian Culture would naturally get a minus rating. The further the web site deviates from Offical Canadian Culture, the lower the rating. The scale goes from minus 5 to plus 5, but in reality, the lowest rating will be minus 3.9. As soon as the rating is complete, any web page that rates between minus 4 and minus 5 will be banned from all Canadian ISP's as being totally incompatable with Official Canadian Culture. Any site with a rating of minus 2 or lower will be monitored regularily. Eventually, the CCCP expects eliminate all Canadian web sites with a rating of minus 1.5 or lower. Allowing some relatively harmless minus rated sites will allow the people to maintain the illusion of free expression, however, it may eventually be necessary to have ALL sites make a declaration of support for Official Canadian Culture and Values, to negate the actual content of the site. This would be accomplished by modifying the content of the Entry page to include a statement that the web site supports and promotes all aspects of Offical Canadian Culture.
Canadian Content on the web is irrelevent if no one accesses it, so not only will Canadian web pages be at least 40% Canadian content, every time a Canadian Citizen access the web, at least 40% of the sites he visits must be Canadian. Internet Service Providers will be required to keep logs on every client to show that sufficient Canadian content was accessed.As well, the personal logs on each users computer must be made availabe for inspection by the CCCP when ISP logs show insufficient Canadian Content.Further more, the 40% figure must include minimums for time, number of sites, and size of each site. Each of these parameters much equal or exceed 40%. As well, each user will have to maintain a Canadian website access rating of at least plus 2.7 at all times. A lower rating will suggest that the user has been accessing too many Canadian sites that don't fully support Canadian values.
Internet access is a priviledge, not a right. All Canadian web masters must be aware of their important role in promoting a positive Canadian presence on the World Wide Web. The world must see that all Canadians believe in and promote the values of Official Canadian Culture. Canadian internet users must promote and avail themselves of the Canadian content on the web. We must all work together to promote Official Canadian Culture and Policies, to ensure that Canada remains the envy of the world!
