VIETNAMESE AMERICAN UNIFIED BUDDHIST CONGRESS IN THE UNITED STATES OF AMERICA


Following is the translation of the resolution by the Vietnamese 
American Unified Buddhist Congress in the US on Sept. 06, 1997

RESOLUTION

- Whereas the uprising of Vietnamese peasants in the northern provinces of
Vietnam, starting in Thai Binh in May 1997, and spreading to Hung Yen, Thanh
Hoa, Nghe An, to protest heavy taxation, corruption and injustice by the
Vietnamese Communist Party has been a great encouragement for the worldwide
community of Vietnamese refugees that have been struggling for Freedom,
Democracy, and Justice in Vietnam.

- Whereas the uprising of Vietnamese peasants is the most honest, most
convincing, purest, and live condemnation of the Vietnamese Communist Party
and its government before the world opinion.

- Whereas the Vietnamese peasants have been the most exploited by the
Vietnamese Communist Party when their strength, properties and lives are
needed for the Party to fight for power; and then become the most oppressed
once the Party achieved its goal.

- Whereas the Vietnamese peasants have been known for their peacefulness and
endurance but today they have to stand up resolutely against the Party
Dictatorship that has demanded tremendous sacrifices on their lives. When
the peasants rise up, it means the vast majority of the population has made
up its mind on the elimination of the Communist rulers from the community of
compatriots. They consider communist rule a disease that must be cured before
the country can catch up with the world progress.

Therefore, the Vietnamese American Unified Buddhist Congress in the United
States of America, the Second Office of the Hoa Dao Institute, the Office of
the Vice-Chairman for Elimination of Religious Oppression resolve:

1. To demand the Vietnamese communist authority to end its oppressions and
implement Human Rights, Democracy, Freedom, and Justice everywhere in Vietnam.

2. To petition the United Nations, international human rights organizations,
and all freedom-loving countries to demand the Vietnamese communist
authority to respect the United Nations Universal Declaration of Human Rights.

3. To call on all Buddhist compatriots around the world, in association with
other communities, religions, and organizations, to focus our prayers and
dedications to the duty of supporting the struggle for freedom, democracy,
and justice by our compatriots at home, especially the current uprising of
peasants in the northern provinces.
