HEAD is composed of individuals from the health sector who adhere to the principles of the Filipino people's struggle for sovereignty and democracy. It advocates and works for a society where the promotion of the people's economic, social and cultural rights will bring about national prosperity and well-being.

HEAD struggles for a society where the State ensures the effective delivery of basic social services especially to the basic masses. It pushes for a quality health care system that is mass-based, scientific, and free from foreign and local monopoly control.

Its General Program of Action (GPOA) states:

  • Raise the political consciousness, organize and mobilize the progressive forces within the health sector to actively participate in the national-democratic struggle of the Filipino people against imperialism, feudalism and bureaucrat capitalism.

  • Win over the masses of the health sector to support the nationalist and democratic aspirations of the Filipino people, principally the workers and peasants and draw them into multisectoral campaigns and political activities.

  • Advance the national-democratic position of the sector on issues related to health, in particular, and on issues affecting the broad masses of the Filipino people.

  • Consolidate and strengthen the health sector's political organization at the national level.

  • Actively mobilize the sector to render health services to political prisoners and other victims of human rights violations, workers on strike, urban poor affected by demolition, and the basic masses in general.

  • Establish linkages with individuals, organizations and institutions here and abroad, based on shared principles, mutual cooperation and support.

    HEAD's GPOA finds concrete expression in its four committees: Popular Struggles Committee, Policies Studies Committee, Health and Peoples Rights Committee, and Political Relations Committee.
