Pamalakaya - Pilipinas is a nationwide federation of fisherfolk organizations with a total individual membership of 80,000 based in different parts of the Philippines.

The fisherfolk sector is composed of fishermen and women in coastal and in-land waters and workers in commercial fishing and aquaculture. The sector's burning desire to liberate itself from abject poverty and from exploitative and oppresive conditions is the spirit which guided Pamalakaya's founding on December 4, 1987.

To reach its goals, Pamalakaya-Pilipinas:

  • Engages in fisherfolk community organizing. It assigns organizers in different fishing communities in the country to help fishermen and women in building local organizations that undertake cooperative endeavors.

  • Facilitates education on and discussion of issues and concerns which affect the fisherfolk, thereby heightening their awareness of their plight.

  • Spearheads campaigns and other advocacy work to advance the socio-economic and political aspirations of the fisherfolk. It acts as the national coordinating center of the sector's struggle.

  • Conducts researches on and documents issues and problems affecting the fisherfolk and raises public awareness of the sector's plight by sponsoring symposia, fora, dialogues and other informational and advocacy activities.

  • Works for the protection and preservation of the environment. This advocacy is one of the essential elements of its General Fisheries Program.

  • Links itself with other fisherfolk organizations waging genuine fisheries reform and works in solidarity with organizations and individuals of other oppressed sectors in the Philippines and around the world.
