PROPOSED STATUTES OF THE INTERNATIONAL
LEAGUE OF PEOPLES’ STRUGGLE Preamble We, the
undersigned individuals and representatives of organizations, hereby proclaim
the formation of the International League of Peoples' Struggle (hereinafter
referred to as League) the promulgation of the statutes as herein defined. The League
shall promote and develop the anti-imperialist and democratic struggle of the
workers and oppressed people against the inhuman policies and acts of the
multinational companies, their governments and international instruments such
as the IMF, World Bank, WTO and military alliances. The League shall
act to realize the unity, cooperation and coordination of the following forces:
workers, unions and organizations of women, youth, peasants, teachers, health
workers, journalists, writers, scientists, and technologists, lawyers and other
professionals, and movements for national and social liberation, gender
equality, world peace and solidarity, environmental protection and against
fascism, militarism and other social ills. The League
shall stand and fight for the following:
1. National and
social liberation from imperialism and all reaction; 2. Human rights
in the civil, political, economic, social and cultural fields; 3. The cause of
peace against wars of aggression and against nuclear and other genocidal
weapons; 4. Workers'
rights and reduction of working hours at full pay against mass unemployment and
decreasing wage levels; 5. Rights of
peasants, farm workers and fisherfolk against feudal and semifeudal exploitation and oppression; 6. Women's
rights against gender discrimination and children’s rights against child labor
and other forms of exploitation; 7. Rights of
indigenous peoples and nationalities against chauvinism and racism; 8. The rights
of teachers and the youth; 9.
Environmental protection against plunder and pollution; and 10. Rights and
welfare of refugees and migrant workers. Article
I. Aims and Purposes Section 1. The aims and purposes of the League shall
include the following: 1.1 To promote
a common understanding of those concerns and issues as enumerated in the preamble, 1.2 To
stimulate and coordinate common lines of action and undertake definite actions
on the aforesaid concerns and issues, 1.3 To
cooperate with all possible organizations, institutions and personages in the
attainment of the aims and purposes of the League, and 1.4 To raise
such resources as to enable the League to realize its aims and purposes and
perform its functions. Section 2. The activities of the League shall include
the following: advocacy, research,
publications, conferences, seminars and social action. Article
II. Participating Organizations Section 1. Any organization which formally expresses to
the Initiative Committee or the General Secretariat agreement with the League
statutes shall be deemed a participating organization of the League. Section 2. A participating organization shall assume
responsibilities in accordance with the resolutions of the International
Conference of the League. Section 3. A participating organization shall enroll at
least three of its officers and at least ten of its members as individual
members of the League. It shall be
responsible for the payment of their application fees and annual membership
dues. Section 4. A participating organization in the First
International Assembly shall be deemed a founding organization and shall as
such be entitled to permanent representation in succeeding international
assemblies. Article
III. Individual Membership Section 1. Any individual, who is at least sixteen
years of age, may apply for membership in the League. Section 2. The
application for membership shall be subject to the decision of the pertinent
national chapter of the League.
Otherwise the League General Secretariat shall act upon it. Section 3. All members shall have equal rights and
duties, provided that delegates to the First International Assembly shall be
deemed as charter members and as such be entitled to become delegates in
succeeding international assemblies. Section 4. The application fees and annual membership
dues shall be decided by the pertinent organs of the League. Section 5. The Executive Committee or General
Secretariat shall invite personages or outstanding individuals to become members
of the League and the Committee of Patrons. Article
IV. International Assembly Section 1. The International Assembly of the League
shall be convened once every two years.
The Executive Committee shall decide the number of delegates and the
criteria and methods for the selection and the apportionment of delegates among
the national chapters, participating organizations and individual members. Section 2. The International Assembly shall decide the
policies of the League through resolutions and shall elect the members of the
Executive Committee after deciding their number. Article
V. The Executive Committee Section 1. The Executive Committee shall be the highest
decision-making organ of the League between international assemblies. It shall meet as often as necessary. Section 2. The Executive Committee shall propose the
theme and program of the International Assembly and shall ensure that the
resolutions of the International Assembly are pursued and implemented and shall
report and make recommendations to the International Assembly. Section 3. The Executive Committee shall elect its own
officers, a chairperson and as many deputy chairpersons as may be needed with
respect to functions and geographic distribution and shall form the General
Secretariat for administering daily affairs of the League. The chairperson of
the Executive Committee shall be the chief representative and spokesperson of
the League. Article
VI. The General Secretariat Section 1. The General Secretariat shall be responsible
for the daily administration and implementation of all other functions as may
be assigned by the Executive Committee and shall report and make
recommendations to the Executive Committee. Section 2. The General Secretariat shall consist of a
general secretary and as many deputies as may be appointed by the Executive
Committee to undertake administrative functions. Article
VII. National Chapters Section 1. The Executive Committee shall decide the
formation of national chapters of the League and all major questions related
thereto, on the basis of recommendations of the major participating
organizations in the country concerned. Section 2. The national chapters and participating
organizations in various countries shall enjoy their independence and
initiative even as they shall contribute to the realization of the aims and
purposes of the League. VIII.
Patrons of the League Section 1. There shall be Patrons of the League. These shall consist of eminent persons and
outstanding individuals in their fields of activity who shall actively promote
the objectives of the League and shall raise its prestige. They shall serve as resource persons and
give advice to it. Section 2. The Initiative Committee and subsequently
the Executive Committee shall select
and invite the aforesaid eminent persons and outstanding individuals to become
Patrons of the League. The Executive Committee and the General Secretariat
consult with the Patrons of the League or any member thereof on any matter
pertinent to the aims and purposes of the League. Article
IX. Funds and Resources Section 1. The basic operations of the Executive
Committee and the General Secretariat shall be financed by membership dues and
contributions of participating organizations. Section 2. Subject to approval by the Executive
Committee, the General Secretariat shall recommend the methods of raising funds
and resources through concrete projects and unconditional contributions from
various sources. Section 3. The General Secretariat shall be responsible
for the safekeeping of funds and resources and the budgetary needs of the
League. It shall be subject to audit by the Executive Committee. X. General Provisions Section 1. The
International Assembly shall have the power to amend the statutes by two-thirds
majority. Section 2. The emblem and headquarters of the League
shall be decided by the Executive Committee. XI. Transitory Provisions Section 1. These draft statutes shall be subject to
amendment and ratification by the First International Assembly. Section 2. There shall be the Initiative Committee,
which shall exist until the election of the Executive Committee and which shall
organize the provisional general secretariat in order to prepare the First
International Assembly.
