Topless issue debated at council

Story:
An Ontario court decision that allows women to go topless in public prompted some debate at council. Ald. John Ranta wants a report on what options are available for the city to address the situation. But Ald. Betty Kennedy took exception to Ranta's proposed resolution. Only two other aldermen sided with Ranta and the resolution was defeated.
