Topless causing headaches in province

The freedom, to go topless is still causing quite a fuss throughout Ontario. As the weather gets warmer, more and more women are starting to take their shirts off. That's starting to cause a few headaches for police, particularly in Windsor. It seems the sight of topless women there is causing traffic jams near one of the city's beaches.
