Topless
issue gets short council debate

Story:
The debate over women going topless in Thunder Bay has made its way to city hall,
but it was a very short debate. At Monday's council meeting, Ald. John Ranta called
for a report on options the city might have for dealing with toplessness in public
facilities. But most aldermen don't share Ranta's concerns, including Ald. Betty
Kennedy, the only female member of council.
Municipalities across Ontario have been rendered almost helpless to deal with women
going topless in public after the Ontario Court of Appeal decision made the practice
legal. There have already been several reports of females shedding their shirts
in Thunder Bay.
