WELLAND - The woman who made recent headlines by doffing her top while mowing the
lawn says she thinks city council here is trying to turn back the clock on the women's
movement.
Tuesday night the city's lawyer submitted a motion to censure women who appear
topless in the city.
Two councillors, Jack MacLellan and Marco Magazzeni, urged colleagues at
a general committee meeting to take it a step further and request a bylaw that would
make it illegal for women to be topless in public.
Coun. Leo Robbins said women's breasts are part of the female genitalia,
ans as such, should be kept hidden.
"Men were the ones who made breasts sexual," said Roxanne Reid,
the 22-year-old college student who inadvertently raised a ruckus by mowing the
lawn topless on Rice Road last week.
"They're trying to take away this little step that women have won,"
she said. "It's like trying to put us back in the kitchen, and I think it's
completely wrong."
Reid was not at Tuesday night's committee meeting, but is giving some thought
to attending next Tuesday's council meeting, where the issue will resurface
