Subject: Topless in New York?

Saturday nigh a bunch of us left camp to attend a concert and fireworks
display in Stephentown, NY. The band was good, the weather was
reasonable, and the fireworks were not bad. But that's nothing to
do with rec.nude :-)
While we were there, several members of our group wondered if they
could go topless. As most of us felt that would probably cause
a problem, they decided to go ask some of the State Police who
were present. The answers were interesting.
One cop insisted that women absolutely could not go topless in
New York. He'd never heard of any court case to the contrary,
and as far as he was concerned, that was it.
Another said that you could go topless on state parks and beaches
only. They asked him if he thought women could drive topless; he
said absolutely not.
Yet another seemed to feel that it had something to do with
exhibitionism. He felt if you were just quietly minding your
own business, it was allowed, but if you were "exhibiting"
yourself, he would have to act. The underlying assumption
here was that being topless at fireworks must be for purposes
of exhibition.
