Basic information about me: I was born on October 23, 1970 in Arecibo, Puerto Rico. I lived in Aguadilla, Puerto Rico between 1971 and July, 1983. My elementary school studies were at the Colegio San Carlos in Aguadilla, Puerto Rico. I finished High School at the Colegio San Felipe, Arecibo, Puerto Rico, in 1988. I lived from 1988 to 1989 in the Netherlands, on the village of Bareveld, near the towns of Nieuwediep and Veendam, as an exchange student with AFS. From 1989 to 1993 I was a full time student at The American University in Washington, DC. In 1993 I graduated from The American University with two Bachelor of Arts degrees: (1) Political Sciences; and (2) Interdisciplinary Studies in Communications, Legal Institutions, Economics & Government. Between 1993 and 1996 I studied Law at the Pontifical Catholic University of Puerto Rico in Ponce, obtaining my Juris Doctors on May 31, 1996. On March, 1997 I passed the Puerto Rico Bar Exam, and was duly admitted on July 9, 1997 by the Puerto Rico Supreme Court to practice law in Puerto Rico. |

Active participant in the Criminal Justice Act Panel of the United States Court of Appeals for the First Circuit since admission to that court on March, 2002. |

Administrative proceeding in which Plaintiff filed against his employer, the US Coast Guard, claiming that it took reprisals against him after complaining of racial harassment from his supervisor. |
Reinaldo Padín-Santana v. US Army/Veterans Administration |
Veterans’ Administration Claim for service connected disability related to service during Korean War (1951). Veteran’s exposure to stressful environment of combat training caused him to develop Schizophrenia, which may have been dormant but would have not developed hadn’t it been for his stressful experiences during Basic Combat Training. Veteran was fit for duty when he entered the Army, as shown by his medical examination, but had to be hospitalized three times within three months for histerical reactions to the stress of managing weapons, the first being just a week after beginning training. After hearing with the Board of Veterans Appeals, it was decided that the veteran qualified for service connected disability payments. The case was remanded to the District Office with instructions to determine appropriate payment amounts. The issue of retroactivity is still pending. |

Discrimination claim against US Coast Guard for gender discrimination and reprisals against employee who complained about harassment by security officer. Hearing is pending. |
Leonor Collazo Mercado v. Fluor Daniel v. Contech v. Merck Sharp & Dohme (CDP-2003-0135) |
We represent Contech, who was contracted by Merck to perform a job at its facilities. Collazo-Mercado filed a suit against Fluor Daniel and Contech claiming damages as a result of the work performed by them. Contech filed a third-party complaint against Merck,claiming that Merck’s actions of not removing their employees from the area Contech was going to work constitutes an intentional tort against its employees, situation that would strip it of its immunity as an insured employer. The case is pending in the Puerto Rico Court of Appeals. |
