Political Affairs Officer - Grade P-4 in the Weapons of Mass Destruction Branch. Monitor and analyse developments and trends in the area of weapond of mass destruction (WMD) in all aspects as well as related developments in the Conference on Disarmament (CD); conduct research and analysis necessary for drafting annual reports of the UN Secretary-General; draftiong assessments, meeting summaries, statements, notes, briefing and background material for the use of the Secretary-General and the High Representative on Disarmament. Monitoring and analysis of trends and developments in the area of missiles in all its aspects; serve as secretary to the 2007-2008 Panel of Governmental Experts on Missiles in all its aspects convened by the Scretary-General. Monitoring and analysis of trends in terrorism and counter-terrorism as it relates to WMD; provide substantive support in the implementation of the components relevant to ODA of the UN Global Counter-Terrorism Strategy (UN General Assembly Resolution 60/288). Served as the International Municipal Administrator (Civil Affairs Officer - Grade P-4) and Head of the Municipality of Novo Brdo, one of 30 municipalities in the Province of Kosovo under the United Nations Interim Administration Mission in Kosovo (UNMIK) since October 1999. Previously served as an Election Monitor/Supervisor with the United Nations Transition Assistance Group (UNTAG) in Namibia for three months in 1989 (June-July and October-November), United Nations Observer Mission in South Africa (UNOMSA) April 1994, the United Nations Observer Mission in Liberia (UNOMIL) July 1997, the United Nations Observer Mission in the Central African Republic (MINURCA), November 1998. All peace-keeping missions involved working in very difficult and often hazardous conditions.
1989-2002
Drug Control Officer (Grade P-3): Analysis of information submitted by governments in conformity with the International Drug Control Treaties. Interpretation of these treaty provisions in the analysis and review Governments' compliance with their treaty obligations. Resolution of technical problems arising from non-compliance with international drug control treaties either in person (through missions) or in writing. Preparation of analytical reports on specific issues before the International Narcotics Control Board, the Commission on Narcotic Drugs and the Economic and Social Council (ECOSOC)of the United Nations. Undertook project evaluation. Prepared training material and also trained national drug control administrators. Participated in U.N. technical assistance and co-operation missions to Albania, Cameroon, Cyprus, Dominica, Estonia, Ethiopia, The Gambia, Ghana, Republic of Georgia, Grenada, Kenya, the Province of Kosovo (Yugoslavia), Latvia, Lithuania, former Yugoslav Republic of Macedonia, St. Lucia, Sri Lanka and the United Kingdom. These missions involved direct contacts with Government Ministers (Attorney's General and Ministers of Justice, Foregn Affairs, Health, Interior (Home Affairs). Represented St. Lucia Government at numerous regional and international conferences, meetings and seminars. These included, inter alia, the United Nations and the Organization of American States' (OAS) General Assemblies. Assisted in the preparation of speeches. Prepared weekly economic and political reports for St. Lucia's Diplomatic Missions. Drafted diplomatic correspondence to governments and international organizations in connection with technical and development assistance.
