Municipal responsibilities

Within its territory, the municipality is responsible for:

1.                  Providing basic local conditions for sustainable economic development;

2.                  Urban planning and local environment issues;

3.                  Rural development, including forestry, agriculture and veterinary services;

4.                  Building regulations and building control;

5.                  Local public utilities and infrastructure such as water supply and sewage, waste management, local                roads, local transport, district heating and cemeteries;

6.                  Organising public services including fire and emergency services;

7.                  Regulating hunting and fishing licensing;

8.                  Management of municipal property;

9.                  Pre-primary education;

10.              Primary education except for curriculum;

11.              Secondary education facilities except for curriculum;

12.              Appointment of school directors and teachers in cooperation with Central Authorities and in accordance with special instructions;

13.              Primary health care;

14.              Social services/housing;

15.              Consumer protection;

16.              Licensing of services such as entertainment, food, market, street vendors, public transport, restaurants, hotels, taxes and business;

17.              Regulating fairs and local markets;

18.              Naming of streets and places according to special instructions.
