Training Development Officers


Since the mid 1970's Municipal Development Officers have received regular training sponsored by the Nova Scotia Department of Municipal Affairs. In 1995 the provincial government cut the funding used to subsidize the training. At that time, our Association assumed role of both organizing and fund raising training seminars. Training is mainly in the form of 3 day courses held twice a year. The location is changed to various centers in the province to enable the Development Officers to see each other's work and some of the development control problems unique to each area. Often Development Officers from other provinces attend the courses, as well as those employed in related fields such as building inspector's and land surveyor's who are attracted by a specific topic or program.

The program does not have a ridged schedule of fixed courses. Instead recognizing the changing needs of an evolving occupation, every effort is made to keep the courses flexible, current and adaptable to the needs of Development Officers from varied backgrounds and with varied amounts of experience. An education committee of Development Officers meets regularly to identify learning needs and devise topics and programs of current interest to all Development Officers. While course topics often deal with the core areas such as subdivision regulations, minor variances, zoning, etc. some of the courses feature programs such as Evidence Giving and Courtroom Procedure, Technical Skills, Preparing Graphics and Making Presentations and Computer applications.

The format of the course is flexible and unique. The emphasis is more on developing an ability to perform than on acquiring knowledge. Consequently there is less formal presentation and a good deal of learning activity that demands and reinforces good performance: short visits to development sites for field work; case studies; small group assignments; individual projects and presentations. There is plenty of opportunity for discussion, making the courses a forum for the exchange of ideas. Much of the teaching is done by the Development Officers themselves, either as a demonstrator, presenter or as a project group leader participant. More experienced Development Officers willingly contribute to the development of their colleagues in this way...in a teach one another approach to learning. Also, over the years many of the presentations have been provided by staff of the Department of Municipal Affairs, planners and staff from individual municipalities, and by staff of related colleges. Only occasionally has it been necessary to go outside the "system" to obtain an expert presenter.

The courses have done much to bring the Development Officers to a uniform standard of competence and increase their status in the Municipal field.
