The first installment of the long awaited Starr Report is here! Remember that this is only the Lewinski Affair and not the entire result of the Starr investigation.
The reason this portion of the report was released prior to the Whitewater portion of the report is that there were fewer opportunities for the Whitehouse to block the investigation. Additionally, the investigation was limited to a smaller universe of information.
The Paula Jones team wished to prove that President William Jefferson Blythe Clinton had a pattern of soliciting sex from subordinates he came in contact with. Monica Lewinski was an example of such conduct. President Clinton's denial was a prime consideration in the dismissal of the civil case. Had there been proof of a pattern of engaging in sex with a subordinate then Paula Jones vs. WIlliam Jefferson Blythe Clinton would have gone forward. His denial is certainly perjury and could also be considered obstruction of justice.
Consider the contents of this report in terms of perjury and obstruction of justice rather than the behavior described within it.
