Bill was the ninth choice (221st overall) of the Vancouver Canucks in the 1994 Entry Draft. From 1994-98, Bill played for the University of Michigan of the CCHA. In 1994-95, he scored 19 goals and 18 assists in 37 games, earnig a spot on the league's All-Rookie Team. After posting 28 goals and 30 assists in 1995-96, he was named to the 1996 All-Tournament Team at the NCAA Regionals, en route to assisting on the overtime game-winning goal in the National Championship game. In 1996-97, Bill notched a career-high 38 assists. As the Wolverines' alternate captian in 1997-98, he registered career-highs with 46 games, 32 goals, and a league-leading 67 points. As a result, he was named to the CCHA First All-Star Team as the runner-up for the Hobey Baker Award. In addition, Bill won his second NCAA Championship with Michigan in 1998. Bill is single. He is originally from Williams Lake, British Columbia.
