LIBERTY YABA LEAGUE RULES
FOR
1998/1999
The Liberty YABA Seniors, Juniors and Pee Wees league shall consist of any number of teams with a playing strength of 4 bowlers per team except the Pee Wees which can be any number on a Team. The league shall bowl on Saturdays for 36 weeks commencing on September 5, 1998 to May 8, 1999 and shall bowl 3 games at each league session. Practice bowling starts at 9:20 AM and all scheduled matches shall start promptly at 9:30 AM. The league will bowl a split-season consisting of 17 weeks in each half except if an emergency cancellation occurs. Each half of the split-season shall have two position rounds, on the 9th, 18th, 26th, and 35th weeks. All participants in the league, except the Pee Wees, shall be sanctioned with the Young American Bowling Alliance (YABA). The sanction fee is $7.00 per year and if sanctioned in another association, the fee will be $2.00 for the Greater Pinellas YABA. All YABA rules will be used except where changed in the league rules.
Membership in Leagues
Rule 1. Membership in the league shall be open to boys and girls from age 5 to age 21 as of August 1 of the current bowling season. Any individual under suspension by the responsible league official and/or YABA shall be ineligible to participate in the league. Teams can be made up of any number of males or females or combination.
Supervision
Rule 2. The league shall be under the supervision of an adult league official who shall operate the league in cooperation with the bowling center management and a Board of Directors, composed of team captains and league officers elected by and from the league membership, according to the YABA and league rules
League Fees
Rule 3. Each league member shall pay $5.50 at each league session, of which $3.98 shall cover the cost of bowling with the balance to be placed in the league treasury. When a bowler is absent, a fee of $1.50 must be paid. To pay for the bowling shirts $.50 of the bowling fee will be used for bowling shirts. Any leaving or dropped from the league before the shirt is paid for, will be responsible for paying the remaining balance owed for the shirt. When league bowling shirts are issued, a fee of $.50 will be charged for any bowler not wearing their shirt. All bowlers must be current with league fees for continued YABA program participation. Bowlers must contact league official if there is any problem in not being able to pay. Bowlers that are more than one week in arrears will not be able to participate until league fees are current. Any bowler that pre-bowls must pay the Control Desk $5.50 at the time of pre-bowling or scores will not count. Bowler will be responsible for paying Liberty Lanes for the 3 games that were pre-bowled. Bowlers who have not participated in the league for 3 consecutive weeks and have not made contact with the league official, will be dropped from the league. Bowlers will be responsible for making up all unpaid league fees when dropped from the league and any fees owed at the end of the season to keep their YABA membership.
League Funds
Rule 4. The league supervisor and league official shall see that a true and accurate record is kept of all funds collected in the name of the league, and shall be the signer and co-signer of the league account and be so designated on the league application. All league funds will be deposited in the league’s name at Liberty Lanes.
Officers
Rule 5. A President, Vice President and Secretary shall be elected from the league members by majority vote of the league's members within three weeks after play commences.
DUTIES OF LEAGUE PRESIDENT - The President shall preside at all meetings of the league and shall appoint, with assistance of the responsible league official, such committees as shall be necessary. The President, along with the league official, shall enforce the rules and regulations of the league.
DUTIES OF LEAGUE VICE PRESIDENT - The Vice President shall, in the absence of the President, perform the duties of that office.
DUTIES OF LEAGUE SECRETARY - The League Secretary will help the league official in distribution and collection of league weekly score sheets and any other secretarial duties as deemed necessary by the league official.
Team Captains
Rule 6. Each team shall elect its own Captain, who will be a member of the league's Board of Directors. The Captain shall collect bowling fees and have them ready at the score table when collected by an adult that is volunteering to help on the league. The Captain shall sign the opponent's score book verifying the accuracy of the scores.
Meetings
Rule 7. Meetings shall be held at the call of the President and/or adult league official, with notification being given to the center management. A league member may file a written complaint or protest with the President and/or league official requesting a meeting with the league's Board of Directors. A majority of the Board of Directors, along with the presence of the league official and center management representative, shall constitute a quorum.
League Awards
Rule 8. The league official and league officers shall adopt an awards list within the first five weeks of league play stating the number and type of awards that shall be posted with the league schedule and standings. The following emblems, furnished by the YABA, shall be given: League Champion, to each member of the league championship team; League High Average; League High Series; League High Game; and Most Improved Average. To be eligible to receive the League High Average, League High Series, League High Game and Most Improved Average awards, a bowler must bowl at least two-thirds of the league schedule.
The Most Improved Average award shall be given to the member whose average has increased the greatest number of pins between his/her average after they have bowled 21 games and his/her average at the end of the league schedule.
A league member shall be eligible to receive only one individual league recognition award except for high average and team awards. The following order must be observed: (l) League High Series; (2) League High Handicap Series; (3) League High Game; and (4) League High Handicap Game. All awards in this league shall be in accordance with the YABA Eligibility Rule. (See Rule 400.) Handicapped awards will start on the 4th week of bowling for teams and after the 9th game bowled for individuals.
Entering Averages
Rule 9. Bowlers will establish their league average in their first league session. A bowler using a two-hand delivery will establish an average with two hands. When the bowler changes to a one-hand delivery, they must establish an average using that hand.
Handicaps
Rule 10. The handicap allowance shall be 95% of the difference between the bowler’s average and a score of 200. Bowlers who do not have an established average shall be given a handicap computed on the basis of the average of the first 3 games bowled in their first league session. The team handicap for each scheduled game shall be the total of the individual handicaps for the players in the lineup.
Substitutes
Rule 11. The Liberty YABA does not allow any substitutes.
Legal Lineup
Rule 12. For a team to have a legal lineup, a minimum of 2 players must be present when a team has 4 members. If a team has less than 4 members, the vacancy shall count towards a legal lineup.
Absentee Scores
Rule 13. Absentee scores shall be allowed when a team has a legal lineup, but less than a full lineup at the start of any game in a series. The scores shall be the average, less 5 pins, of the absent bowler on the team roster.
Roster Vacancy Scores
Rule 14. When a team does not have enough players on the roster for a full lineup, a vacancy score of 120 with a 76 handicap shall be used.
Postponements - Pre-Bowled Games
Rule 15. All league games must be bowled as scheduled unless they are postponed by authorization of the league official. It is encouraged that all bowlers bowl at the regularly-scheduled times and dates. When an emergency arises, a bowler may pre-bowl. When a bowler pre-bowls, he/she must contact Liberty Lanes for availability of lanes. The bowler must pay their full league dues to the Control Desk before pre-bowling. Any pre-bowled games that were not paid will not count and the bowler will need to pay Liberty Lanes for the games bowled. Any score corrections that are needed while pre-bowling must be made only by the Liberty Lanes Control Desk. The league official must grant a postponement when a team is unable to appear due to reasons beyond its control. Postponed or pre-bowled games must be bowled under the same conditions and rules governing sanctioned league play. Pre-bowled games do not count for league awards, only YABA awards. No pre-bowling will be allowed on position rounds or for the last week of bowling fun day.
Tardy Players
Rule 16. Any player who arrives after completion of the fourth frame shall not begin bowling until the start of the next game. The bowler will not be able to pace during the game in which they were late. Games including partial or complete absentee scores cannot be credited to the player's average.
Position Standings
Rule 17. Position standings shall be determined on a point basis. Two points will be awarded for each game won and two points for total pins with handicap. If a tie occurs, each team will receive one point. Ties in position standings will be broken by using the team’s total pins with handicap as the tie breaker. If a tie occurs in the number of points won in any half, a 3-game series roll-off with handicap will determine the winner.
League Championships Play-Offs
Rule 18. When a tie occurs for the league championships or the league bowls a split season, the champion shall be determined by an additional series equivalent to the number of games bowled in a series during the regular league schedule. If there still remains a tie, the team with the highest total pins with handicap for the half or for the year, when it is for the overall championship, will be the winner.
Bowling Out
Rule 19. A league member may not finish the final game of a series before his/her teammates or opponents, except in cases of an emergency or being prearranged based on a good cause. The league official will make the determination. Such scores will count in deciding the game and bowler's average, and for qualifying for YABA personal achievement awards and league awards.
YABA Personal Achievement Awards
Rule 20. Personal achievement awards given by YABA for High Game, High Series, Triplicate, Big 4, 7-10, 100 pins Over Average, Dutch 200 Game and All Spare Game must be applied for on the proper YABA form or acceptable computer printout within 10 days after the score is bowled.
Foul Line Observances
Rule 21. The foul line shall be observed during league play. YABA or league awards will not be awarded if the automatic foul detecting device or human foul judge, is not used. When a player deliberately fouls, the player shall receive zero pinfall for that delivery and shall not be allowed any further deliveries in that frame.
Behavior of Members
Rule 22. The league official may suspend a league member for an infraction of a YABA rule or league rule, other than the Eligibility Rule, for a period not to exceed three weeks. The league official may award a zero score for a frame for behavior or delay of game. The league official may also ask a bowler to sit out the remainder of a game or series if his/her conduct is not considered proper for the sport of bowling. Parents may be notified when a bowler’s behavior cannot be controlled. Foul language, hand gestures, destruction of property, inappropriate attire, fighting, running, or not showing good sportsmanship are some of the examples that will not be tolerated.
Emergency Contacts
Rule 23. Each parent will receive an emergency form containing important information about their child. Parents must return this form to the league official who will discretely keep this information available at all times. A second copy will be given to Liberty Lanes for when the league official is absent. Parents are responsible for notifying the league official of any changes of information on the emergency forms.
Forfeit and Byes
Rule 24. When bowling against a forfeit or a bye team, the team must bowl within 40 pins of all the total individual averages in order to score a win. The forfeiting or bye team will not receive any points.
Smoking
Rule 25. No one in the bowling center, including parents, will be allowed to smoke on the concourse or anywhere where YABA members may be. Smoking will be allowed in the lounge area for adults only.
Holidays
Rule 26. The Liberty YABA will not bowl on 12/26/98 or 3/27/99.
Recap Sheets
Rule 27. Team captains will be responsible for entering all scores on the recap sheets. Scores not entered will not count. When the team captain is absent, any team member can perform this function. Recap sheets must be signed by the team captain or team member when the captain is absent. Recap sheets are not to be defaced in any manner.
Dress Code
Rule 28. Bowlers must were clothing that allows the bowler to compete in the game safely. Clothes must not display any gestures or anything else that would not be appropriate for the sport of bowling. Clothing shall not be to short.
Bowler of the Week
Rule 29. The girl and boy bowler that bowls the highest series with handicap each week will receive a free coke. The award is given to both the Juniors and Seniors. A bowler cannot win more than once every 4 weeks.
