He’s under the haystack fast asleep.

One source says that this rhyme is about Cardinal Wolsey, Lord Chancellor under King Henry VIII. He was the son of an Ipwich butcher and was the brunt of ridicule because of his humble birth.

The cow in question may refer to Henry's second wife, Anne Bolyn, whose family crest was a bull.
