Congress could have adjusted the Tax Tables without explaining their intention, but, instead chooses to explain that the tax tables are adjusted "so that inflation will not result in tax increases."

Taxpayer compliance with Congresses' intent can give rise to special circumstances, which occur when inflation causes "tax increases", and these special cases need special handling.
