THE COUNTY SCHOOL SUPERINTENDENT |
The Skull Creek School as well as all of
the other common school districts in
Austin County were under the direct administrative supervision of the County School Superintendent’s Office. It is not known who the earliest superinten- dent of the county was. The list of county superintendents that could be verified were: |
L. H. Baron |
C. E. Smith |
J. H. Petter |
George Hill |
Leroy H. Grebe |
The primary duties of the County School
Superintendent were to carry out the
directives of the county board of education under the supervision of the State Superintendent of Schools. These duties included: |
Distribution of state school funds |
Approve teacher contracts |
Teacher pay vouchers |
Provide and handle textbooks |
Scholastic census |
Approve student transfers |
Scholastic Achievement |
Report card system |
Administrator Superintendent’s Office |
In later years, it also included: |
Lunchrooms |
Bus transportation |
Bookmobiles |
Etc. |
As the scope of duties increased in the
office, the superintendents hired addi-
tional help. Some of the workers in the Austin County School Superinten- dent’s Office over the years included: |
Otto Severin | Marvin Steck | Sammy Bynum |
Betty Krueger | Helen Waack | Margaret Mechem |
James McMillan |
It was always a “sit up straight day and
best behavior time” when the County
School Superintendent made a surprise visit to the little one-room school house. Shortly after World War II many small common school districts consolidated with the big neighboring Independent School Districts because of the popula- tion shift from the rural to the urban areas. That movement led to the end of the small common school districts in Texas. During the 1944 - 1945 school term Skull Creek consolidated with the neighboring districts of Shelby, Rock- house-Schoenau, Henkhaus and Industry. This resulted in the formation of the West End District with the school campus located at Industry. |
