CHAPTER ONE: GENERAL REGULATIONS

SECTION ONE: UNIFORM POLICY

1101 - GENERAL

1. DEFINITION --Uniform, the dress of a or distinctive design worn by members of a particular group and serving as a means of identification.

2. NSCC personnel, officers, enrolled instructors, midshipmen and cadets. are authorized to wear appropriately modified versions of the uniform prescribed in U.S. Navy Uniform Regulations (NAVPERS 15665H) including those superseded Navy uniforms made available through the DOD Disposal System. The modifications will be such as to dearly identify the wearer as a member of the Naval Sea Cadets Corps.

3. To the extent possible, NSCC personnel will conform to the uniform policy established by the cognizant Navy Area Coordination Authority In ensuring compliance, Area Coordination Authorities, and others charged with enforcing uniform policy, should bear in mind that NSCC personnel receive no uniform allowance, or any other reimbursement to defay costs of uniforms.

SECTION 2: STANDARDS FOR CORRECT WEAR AND APPEARANCE

1201 - GENERAL

1. Grooming standards are based on several elements including neatness, cleanliness, safety, military image and appearance. The standards established herein are not intended to be overly restrictive nor to isolate NSCC personnel from society. The limits set forth are reasonable and ensure that personal appearance contributes to a favorable military image.

1202 - GROOMING STANDARDS - MALE

1. GENERAL -- Hair will be neat, clean and present a groomed appearance. Hair above the ears and around the neck shall be tapered from the lower hairline upwards at least 3/4 inch and outward no greater than 3/4 inch to blend with the hair style. Hair on the back of the neck may not touch the collar. The "block out" is permitted as long as atapered appearance is maintained. Hair shall be no longer than 4 inches and groomed so that it does not touch ears or collar, extend below eyebrows when headgear is removed nor interfere with the proper wearing of military headgear. Bulk of the hair shall not exceed 2 inches. Bulk is defined as the distance that the mass of hair protrudes from the scalp when groomed (as opposed to the length of the hair]. The primary consideration remains a neatly groomed appearance for the hair style and the type of hair that the individual has, with 4 inches length and 2 inch bulk the maximum under any circumstances.

2. BULK -- Military headgear shall fit properly and in no case shall the bulk or length of hair interlere with the proper wearing of any military headgear.

3. TAPER -- The unique quality and texture of curled, kinked, waved and straight hair is recognized, and in some cases the 3/4 taper at the back of the neck may be difficult to attain. In those special cases, hair must present a graduated appearance and may combine the taper with a line at the back of the neck.

4. STYLES -- Varying hair styles, including Afro, are permitted provided these styles meet the criteria of maximum length and bulk, tapered neck and sides, and do not interfere with the proper wearing of military headgear. Plaited or braided hair shall not be worn while in uniform. Faddish and outrageous multi-color hair is not authorized. Exaggerated styles, including those with excessive fullness or extreme height, are not authorized

5. SIDEBURNS -- Sideburns (if worn) shall be neatly trimmed and tapered in the same manner as the haircut. Sideburns shall not extend below the middle of the ear, shall be even width (not flared) and shall end with a clean shaven horizontal line. "Muttonchops," "ship's captain" or similar grooming modes are considered to be merely elongated sideburns and thus are not authorized.

6. FACIAL HAIR -- The wearing of mustaches and beards is not authorized for Sea Cadets. However, NSCC officers/midshipmen may wear mustaches, the wearing of a beard is not authorized unless required for a medical reason,in which case a waiver must be requested from NHQ. If worn, a mustache will not go beyond a horizontal line extending across the corner of the mouth and no more than 1/4 inch beyond a vertical line drawn upward from the corners of the mouth.

1203 - GROOMING STANDARDS - FEMALE

1. GENERAL -- Hair will be clean and neatly arranged. When in uniform. back hair may touch but not fall below the lower edge of the collar, must be neatly fastened, pinned or secured to the back of the head with inconspicuous pins. Porpitails, pigtails or plaiting of hair is not permitted. No hair shall show under the front brim of the combination hat or the garrison cap. Afro, natural, bouffant and other similar hair styles are permitted but exaggerated styles, including those with excessive fullness or extreme height, are not authorized. In no case shall the bulk of the hair interfere with the proper wearing of military headgear. Faddish and outrageous multi-color hair is not authorized.

2. HAIR ORNAMENTS -- Conspicuous rubber bands, pins or hair ornamentation of any kind is not authorized. A maximum of two barrettes may be worn.

3. HAIR PIECES -- Hair pieces or wigs, if worn while in uniform or duty status, shall be of good quality and fit, present a natural appearance, not interfere with the proper performance of duty, not present a safety hazard and shall conform to the grooming standards set forth in these regulations.

4. COSMETICS -- Cosmetics shall be applied in good taste. Lipstick shall be conservative. Long false eyelashes are not authorized.

5. EARRINGS -- Earrings shall be small smm ball (approximately 1/4 inch), plain, screw on or post type. Gold for NSCC officers and midshipmen, silver for cadets, with brushed matte finish.

6. HOSIERY -- Hosiery shall be worn with skirts. Shall be made of nylon material, individual's flesh tone color, undecorated, and seamless.

SECTION 3: SMARTNESS

1301 - GENERAL

1. IMAGE -- NSCC personnel must set and maintain the highest possible standards of smartness in uniform appearance. The military image reflected by attention to detail in wearing of the uniform is a key element in the public image of the NSCC.

2. CLEANLINESS -- Uniform shall be kept scrupulously clean with lace, devices and insignia bright and free from tarnish and corrosion.

3. ARTICLES -- No articles, such as pencils, pens, watch chains, fobs, pins, jewelry, handkerchiefs, combs, keys or similar items shall be worn or carried exposed upon the uniform. Necklaces, crosses, pendants, etc. shall not be warn exposed when in uniform. While in uniform only one necklace may be worn, and it shall not be visible, Wearing of wrist watches, identifications bracelets and rings is permitted with all uniforms; these items shall be in good taste and appropriate to the occasion of which the prescribed uniform is worn, Conservative sunglasses are permitted, except when in military formations

4. UNDERGARMENTS -- Appropriate undergarments shall be worn to preserve the dignity and appearance of the uniform. Female cadets shall wear an all white crew neck teeshirt with the jumper (cracker jack, style top).

5. STANDARDS -- No eccentricities or faddish dress, jewelry or grooming will be permitted.

SECTION 4: CORRECT WEARING OF THE UNIFORM

1401 - CLOTHING ARTICLES

1. MANNER OF WEARING
a. BELTS -- Shall be made of plain cloth or webbing, same color as the uniform and 1-1/4 inches wide (male), 1 inches wide (female). The belt is worn through all belt loops with the metal clip end to the left of the buckle (male), right of the buckle (female).
b. BERET -- The beret is worn toward the front of the head, approximately 3/4 inch from the forehead hairline, tilted slightly to the right side of the head. insignia, miniature size, is to be aligned above the left eye. The beret is not worn forward of the front hairline or on the back of the head.
c. CAPS -- Caps, including the blue working, combination and knit watch, are worn squarely on the head, the bottom edge horizontal approximately 1-1/2 inches above the eyebrows.
d. COAST -- All coats prescribed as inner or outer garments are worn buttoned.
e. GARRISON CAP -- The garrison cap is worn squarely on the head, with the fore and aft crease centered vertically in between the eyebrows with the lowest point approximately 1 inch above the eyebrows.
f. GLOVES -- Gloves, when prescribed for wearing with the uniform, shall be in conformity with current U.S. Navy regulations. Gloves will be removed to shake hands.
g. JACKETS -- Jackets, including utility blue and khaki windbreakers, are worn with zipper closed no less than half way.
h. JUMPERS -- Jumpers shall fit comfortably across the shoulders without binding the armholes when the arms are moved, hang straight at the side and cover all but the lowest button on each side of the broadfall trousers. The sleeves shall be sufficiently bloused so that the button edge of the buttoned cuff covers the wristbone when the elbow is bent across the front of the body. When warn with the peacoat or raincoat, the jumper collar shall be inside the coat.
i. NECKERCHIEFS -- Neckerchiefs shall be made of black silk, acetate or suitable alternate fiber, plain and 3s inches square. It shall be folded to form a triangle, then rolled from the apex of the triangle to the base and placed around the neck under the collar. It shall be tied in a square knot with both ends of equal length and falling naturally; the upper edge of the knot to be even with the lower most point of the collared opening.
j. NECKTIES -- Four-in-hand neckties are worn knotted with either a four-in-hand, half windsor or windsor knot. The top of the knot is always worn parallel with and slightly above the top of the shirt collar closure hiding the shirt. The bottom will be worn within 1 inch of the belt buckle. The tie shall measure no more than 3 1/4 inches at the widest point.
k. RAIN/SNOW BOOTS -- Shall be worn with closing, zippers or other fasteners secured. They shall be removed inside.
l. SCARF -- The scarf, when prescribed, is worn overlapped to form a vee at the base of the throat, hiding the garment beneath.
m. SHIRTS -- Shirts shall be worn with all buttons buttoned unless a shirt designed to be worn with a tie is authorized to be worn without a tie, then only the top button shall be unbuttoned. The wearing of long sleeved shirts is encouraged aboard ship.
n. SKIRTS -- Skirts are worn with a length range of 1-1/2 inches above or below the crease in the back of the knees. Belted skirts are to be worn with zipper centered on the back with a belt through all belt loops.
o. SHOES -- Shoes are to be kept well shined and in good repair.
p. SLACKS -- Slacks are worn at a length to cover the upper part of the rear of the shoe by approximately 1 inch.
q. SWEATER -- The cardigan sweater shall be worn with all buttons buttoned. The "surface warfare" sweater is authorized for NSCC CPOs and above, must have flashes.
r. TROUSERS -- Trousers, including dungarees, are worn at a length to cover the upper part of the rear of the shoe by approximately 1 inch.
s. WHITE HAT -- White Hats shall be worn squarely on the head, the lower front edge to be approximately 1/2 inch above the eyebrows and shall not be crushed or bent in the middle.

1402 - HEADGEAR

1. GENERAL -- The cap or hat is considered an integral part of the uniform. However, uniform headgear will not be required to be warn when ships are at sea outside harbor limits, except on specific watches specified by the Commanding Officer, and on special ceremonial occasions specified by the Commanding Officer or higher authority. Uniform headgear shall be worn in part, with suitable relaxations for appropriate work.

2. OUTDOOR WEAR -- When outdoors, personnel shall remain covered at all times except when ordered to uncover, or during religious services not associated with a military ceremony; thus, unless ordered to uncover, personnel shall remain covered during the invocation or other religious portions of ceremonies which are military in nature, such as changes of command, ship commissioning and launchings, military burials, etc.

3. INDOOR WEAR --The cap or hat is normally removed by male personnel when indoor. An NSCC officer or cadet in a duty status and wearing a pistol belt shall not remove his headgear indoors except when entering a space where a meal is being served or divine services, are being conducted, except Jewish services and they will remain covered. With the exception of military mess halls, female personnel may wear the hat indoors in accordance with civilian social customs.

4. SPECIAL CIRCUMSTANCES -- Personnel are permitted to remove their cap or hat when traveling inside a private automobile off base. A cover shall be mandatory when entering or within a military reservation, except where the wearing of the cap is impracticable or hazardous, the good judgement of the individuals concerned may require the cap to be removed (i.e., small cars, bicycles).

1403 - BUTTONS

1. NSCC gold buttons will be worn by NSCC CPOs and above in lieu of Navy gold buttons. Female cadets will wear NSCC silver buttons in lieu of Navy silver buttons on service dress jackets. On the peacoat, all NSCC personnel CPO and above, shall wear the NSCC gold buttons. All others will wear the Navy black plastic buttons with inscribed anchor.

1404 - AIGUELLETTES

1. Aiguellettes may be worn only by members of unit color guards and drill teams when acting in these capacities.

1405 - RIBBONS / APPURTENANCES / BREAST INSIGNIA

1. Cadets may wear only those NSCC ribbons, awards and appurtenances specified in NSCC Awards Manual. Cadets may not wear any DOD/DOT ribbons, medals, breast insignia or any other DOD/DOT appurtenances. Cadets awarded DOD/DOT ribbons while performing Sea Cadet Training, may request, in writing, authority from NHQ to wear them on the NSCC uniform.

2. Officers, Warrant Officers, Midshipmen and Instructors may earn and wear certain NSCC ribbons awards as specified in NSCC Awards Manual, Chapter Four.

3. Officers, Warrant Officers, Midshipmen and Instructors may wear all earned DOD/DOT ribbons and breast appurtenances on the NSCC uniform. When worn with NSCC ribbon awards, DOD/DOT ribbons will take precedence.

1406 - NAME TAGS

1. Name tags will be worn on the right breast aligned with the lower row of ribbons on the left breast.

1407 - NSCC COMMAND BADGE

1. DESCRIPTION -- The NSCC crest, with a star atop the anchor stock in lieu of the eagle, mounted on a antique bronze circular badge approximately 1 inch diameter.

2. MANNER OF WEARING
a. Previously Earned. The Command Badge will be worn on the left breast immediately below the ribbons.
b. Incumbent Commanding Officers. The command badge will be worn on the right breast in the same relative position. When worn with the name tag, the name tag will be worn immediately below the command badge.

1408 - CIVILIAN ATTIRE

1. GENERAL -- In order to provide a special identity for officers, instructors and non-uniformed instructors who for one reason or another are unable to wear the officer style uniform, specific civilian attire as described below may be worn. The purpose in authorizing this civilian attire is not to replace the officer style uniform but to offer an additional alternative for wear under certain circumstances. Officer style uniforms are not usually available through excess property disposal outlets and must be purchased by the individual at his or her own expense. Distinctive civilian attire provides a lower cost alternative and normally would be available immediately upon affiliation. Those personnel who for one reason or another are unable to meet the physical requirements of the program also may wear this civilian attire.

2. PRESCRIBED ATTIRE -- The following civilian attire is authorized for non-uniformed instructors and officers or instructors during appropriate occasions. It is not intended to replace the NSCC Navy officer style uniform but is being authorized as distinctive civilian attire that will give a special identity to members of the Naval Sea Cadet Corps. It shall not be worn in lieu of the Navy officer style uniform during drill periods, summer training or other occasions when the officer style uniform is prescribed. It may be worn during appropriate social occasions and at other times as determined by the Commanding Officer. Non-uniformed instructors are strongly encouraged to wear the prescribed civilian attire and officers and uniformed instructors may wear it for appropriate occasions. The civilian uniform attire consists of the following:

a. Gray or khaki slacks/skirt with cotton shirt/blouse, white/heather for summer, navy blue for winter.

b. Shirt/blouse will have the NSCC or NLCC flash, as appropriate, depending on the type unit to which assigned, over the left pocket as shown in Appendix 1, Page 1-15.

c. Blue blazer is optional and may be worn for appropriate informal occasions. The blazer may be worn with a cotton shirt/blouse or with a dress shirt/blouse and neckwear depending on the situation and individual preference. A pocket name tag may be worn with the blazer.

CHAPTER TWO: INSIGNIA

SECTION 1: MALE OFFICERS, WARRANT OFFICERS, MIDSHIPMEN, AND ENROLLED INSTRUCTORS

2101 - CAP INSIGNIA - OFFICERS AND WARRANT OFFICERS

1. COMBINATION CAP - Shall consist of an NSCC cap device, chin strap and retaining buttons.
a. NSCC Cap Device. Shall consist of a foul anchor in gold color with a burnished silver color shield surmounted by a burnished silver color spread eagle facing the wearer's right. The device should be attached to the mount of the combination cap band.
b. Chin Strap. Shall be 1/2 inch wide, faced with gold lace, and shall be secured at each side of the cap by NSCC gilt buttons.

2. GARRISON CAP - Garrison cap insignia shall consist of the same metal collar size grade insignia and miniature NSCC cap device.
a. Miniature Cap Device. Shall be a metal insignia of the same design and color as the cap device prescribed for wear on the combination cap except that the overall size is reduced by approximately one half.
b. Position. Cap devices and rank devices shall be worn on the left and right side, respectively, of the garrison cap. Devices shall be attached in an upright position with the center of each 2 inches from the front seam and 1 1/2 inches from the bottom edge.

2102 - CAP INSIGNIA - MIDSHIPMEN

1. COMBINATION CAP - Shall consist of cap device, chin strap and retaining buttons.
a. Cap Device. Shall be a gold pin-on foul anchor. The length of the anchor, including the fouling, should be 1 3/16 inches wide at the flukes and 1 1/8 inches at the stock with other dimensions proportionate. The device shall be attached to the mount of the cap band; the unfouled arm of the stock shall be on the wearer's right.
b. Chin Strap. Shall be 3/8 inch wide, faced with gold lace and shall be secured to each side of the cap by NSCC gilt buttons.

2. GARRISON CAP - Shall be a gold metal foul anchor 1 1/16 inches in length with other dimensions proportionate. The unfouled arm of the stock shall be to the front. It shall be attached to the right side of the cap in an upright position with the center 2 inches from the front seam and 1 1/2 inches above the bottom edge. The NSCC miniature cap device shall be worn on the left side of the cap in the same relative position.

2103 - CAP INSIGNIA - INSTRUCTOR

1. COMBINATION CAP - Shall consist of NSCC officer cap device, chin strap and retaining buttons.
a. Cap Device. Shall be identical to that worn by NSCC officers and warrant officers.
b. Chin Strap. Shall be 3/8 inches wide, black (identical to Navy 80 chin strap) and shall be secured to each side of the cap by NSCC gilt buttons.

2. GARRISON CAP - Garrison cap insignia shall consist of the miniature NSCC collar devices mounted on the left side of the fore portion of the cap.

2104 - NSCC SHOULDER FLASH

1. The NSCC shoulder flash (gold lettering on either black, white or klaki field) will be worn by all NSCC officers, warrant officers, midshipmen, and instructors on each sleeve of all uniform coats, sweaters, outer garments (except raincoats), and on the shirt sleeve of those uniforms not having a coat prescribed. The flash will be centered on the outer face of each sleeve with the top edge of the flash 1 inch below the shoulder seam and the eagle facing forward.

2l05 - NSCC SLEEVE INSIGNIA FOR SERVICE DRESS BLUE

1. Sleeve insignia shall consist of stripes of gold lace indicating rank (except midshipmen and instructors) and an embroidered device indicating NSCC status.

2. Officer and Warrant Officer rank shall be indicated by a single stripe or various combinations of stripes of 1/2 or 1/4 inch widths, encircling the sleeves; the stripes to be of gold lace. The lower edge of the first stripe shall be 2 inches from the edge of the cuff with 1/4 inch interval between stripes.
a. Lieutenant Commander. Shall wear two 1/2 inches stripes with one 1/4 inch stripe between them.
b. Lieutenant. Shall wear two 1/2 inch stripes.
c. Lieutenant(junior grade). Shall wear 1/2 inch stripe with one 1/4 inch stripe above
d. Ensign. Shall wear one 1/2 inch stripe.
e. Warrant Officer. Shall wear one 1/2 inch stripe of gold lace with 1/2 inch breaks of bright blue silk thread with breaks 2 inches apart, three breaks centered symmetrically on the outer face of the sleeve (similar to CWO2, USN).
f. Midshipmen. There is no midshipmen sleeve rank insignia.
g. Instructor. There is no instructor sleeve rank insignia.

3. NSCC SLEEVE DEVICE
a. Officers and Warrant Officers. Shall wear a gold embroidered NSCC device on the outer face of the sleeve, centered midway between the front and the rear crease and 1/4 inch above the uppermost sleeve stripe.
b. Midshipmen. Shall wear the gold embroidered NSCC device centered on the outer face of the sleeve, 3 3/8 inches above the sleeve cuff.
c. Instructor. The NSCC sleeve device is not worn by instructors.

2106 - NSCC SHOULDER BOARD INSIGNIA

1. SHOULDER BOARDS, HARD - A combination insignia which indicates the wearer's grade and NSCC status. (smaller size is appropriate for females).
a. Officers. Grade shall be designated by stripes of gold lace of the same width and number with the same spacing specified for stripes on the sleeves of the blue coat, except that the outer edge of the first stripe shall be 1/4 inch (1/2 for ensigns) from the squared end of the shoulder board. The NSCC device shall be the same size and design, shall be embroidered in gold and shall be placed in relation to the stripes on the shoulder board as specified in the NSCC device on the sleeves of the blue coat.
b. Warrant Officers. The outside surface shall be covered with black cloth, the stripe to be the same as specified for the sleeves of the blue coat except that the blue silk breasts shall be 1/2 inch apart instead of 2 inches apart. The outer edge of the stripe is to be 1/2 inch from the squared end of the shoulder board. The NSCC device shall be of the same size and shall be placed, in relations to the stripe, as specified for the NSCC device on the sleeves of the blue coat.
c. Midshipmen. An embroidered NSCC sleeve device is positioned with its center 2 inches from and with its base pointed toward the squared end of the shoulder board.
d. Instructor. Shoulder boards are not worn by instructors.

2. SHOULDER BOARDS, SOFT - A combination insignia which indicates the wearer's grade and NSCC status. They are 3/4 the size of, and of the same design as, the hard shoulder board for lieutenant commanders and below. Shoulder boards are not worn by instructors.

2107 - METAL GRADE INSIGNIA - SHOULDER

1. Regular size metal grade insignia shall be centered on the shoulder straps of Navy blue raincoats, khaki jackets and blue jackets. The outer edge of each device shall be placed 3/4 inch from the squared end of the shoulder end of the shoulder strap.
a. Lieutenant Commander. A gold color leaf worn with the top tip of the leaf toward the collar, stem toward the shoulder.
b. Lieutenant. Two silver color bars, attached near the ends, shall be placed on the center line of each shoulder strap with the longer dimension of the bars in a fore and aft line.
c. Lieutenant (junior grade). A silver color bar placed on the center line of each shoulder strap with the longer dimension of the bar in a fore and aft line.
d. Ensign. A gold color bar placed on the center line of each should strap with the longer dimension of the bar in a fore and aft line.
e. Warrant Officer. A metal bar of blue background with two 1/4 inch gold breaks across, separated by 1/4 inch of blue background in center (similar to CWO2, USN).
f. Midshipmen. No metal shoulder insignia will be worn.
g. Instructor. No metal shoulder insignia will be worn.

2108 - METAL GRADE INSIGNIA - COLLAR

1. GENERAL -- Miniature size metal grade insignia shall be worn on the right collar points of khaki and blue shirts.

2. DESCRIPTION -- Collar grade insignia shall be of the same design as metal shoulder insignia.

3. MANNER OF WEARING -- NSCC officers, warrant officers and midshipmen shall wear the grade insignia on the right collar only, with the NSCC miniature insignia on the left collar point.
a. Long Sleeve Khaki and Blue Shirt. The insignia shall be centered 1 inch from the front and upper edges of the collar. This procedure applies regardless of whether the collar is worn open or closed.
b. Short Sleeve Khaki Shirt. The insignia shall be centered 1 inch from the front and lower edges of the collar and positioned with the vertical axis of the insignia along an imaginary line bisecting the angle of the collar point.
c. Instructors shall wear appropriate NSCC shoulder flashes on all shirts with the miniature NSCC collar devices on each collar point only; no other markings.

SECTION 2: FEMALE OFFICERS, WARRANT OFFICERS, MIDSHIPMEN, AND ENROLLED INSTRUCTORS

2201 - GENERAL

1. Insignia worn by female officers, warrant officers, midshipmen, and instructors, shall in general conform to that prescribed for their male counterparts.

2202 - HAT INSIGNIA - OFFICERS AND WARRANT OFFICERS

1. COMBINATION HAT -- Insignia on the combination hat shall consist of an NSCC hat device, chin strap and NSCC retaining buttons.
a. Hat Device. Shall be the same as the cap device prescribed for male officers. The device shall be attached to the combination hat band.

2. GARRISON CAP -- Insignia on garrison caps shall be the same as that prescribed for male officers.

BERET -- Insignia on the beret shall be the NSCC Miniature Cap device. The beret shall be worn to place the device over the left eye.

2203 - HAT INSIGNIA - MIDSHIPMEN

1. Insignia on combination hat shall consist of a cap device, chin strap and NSCC retaining buttons.
a. Cap Device. The cap device shall be the same as that prescribed for a male NSCC midshipman.
b. Chin Strap. The chin strap shall be the same as that prescribed for a male NSCC midshipman.

2. GARRISON CAP. Insignia on the garrison caps shall be the same as that prescribed for male NSCC midshipmen.

3. BERET. The NSCC miniature anchor shall be worn on berets and this device aligned approximately over the left eye.

2204 - HAT INSIGNIA -INSTRUCTORS

1. Insignia on combination caps and garrison caps shall be the same as that prescribed for their male counterparts. No device is worn on the Beret.

2205 - NSCC SHOULDER FLASH

1. Female officers, warrants, midshipmen, and instructors shall wear the NSCC shoulder flash in the same manner as that prescribed for their male counterparts.

2206 - SLEEVE INSIGNIA SERVICE DRESS BLUES AND FEMALE OFFICER SERVICE DRESS WHITE JACKET

1. GENERAL -- Shall be the same as that prescribed for male officers and warrant officers, and shall be worn on service dress blue and white uniforms. Sleeve insignia shall include the NSCC device.

2. Sleeve insignia will not be worn by instructors.

2207 - SHOULDER INSIGNIA

1. GENERAL -- Shall consist of soft shoulder boards and metal grade insignia.
a. Soft Shoulder Boards. Shall be worn by female officers and warrant officers on all epaulet shirts in the same manner prescribed for their male counterparts. Small sized hard shoulder boards are available for females.

2. Shoulder boards, either hard or soft, will not be worn by instructors or NSCC CPOs.

22O8 - COLLAR INSIGNIA - OFFICERS AND WARRANT OFFICERS

1. GENERAL -- Miniature metal grade insignia shall be worn in the right collar point of khaki and winter blue shirts. The miniature NSCC device will be worn on the left collar point .Instructors shall wear the miniature NSCC device on each collar point. NSCC CPOs will not wear collar devices.
a. Collar insignia shall not be worn on summer white shirts or white shirts worn with service dress blues.
b. Insignia shall be worn in the same manner as prescribed for men's blue and khaki shirts.

SECTION 3: MALE AND FEMALE MIDSHIPMEN COAT AND COLLAR INSIGNIA

2301 - COAT AND COLLAR ANCHOR INSIGNIA

1. GENERAL -- Coat collar insignia shall be a plain gold anchor 1 7/16 inches in length, with a stock 3/4 inch in width and 1/16 inches wide at the flukes. The stock is inclined eight degrees from the horizontal (right and left). This insignia is worn on service dress blue and female service dress white uniforms.
a. Manner of Wearing. Shall be pinned on each collar tip of the coat so that the crown of the anchor is 1/2 inch above the notch of the lapels (males), 1 inch from the bottom and midway between the two sides (females), and the center line of the shank is parallel to and approximately 3/4 inch from the outer edge of the collar. The lower end of the stock shall be outboard and the stock shall be approximately horizontal.
b. Blue service collar lapel anchors will not be worn on the collar of the white service uniform.

2302 - SHIRT COLLAR INSIGNIA

1. GENERAL -- Shirl collar insignia shall be a gold pin-on anchor of a size to be inscribed in a circle 5/8 inch in diameter. It is worn on the right collar. The NSCC miniature device will be worn an the left collar.

2. MANNER OF WEARING
a. Closed Collar. The anchor will be pinned to the right collar in a vertical position with the center of the insignia appmximately 1 inch from the front edge and 1 inch below the upper edge of the collar. The stock of the anchor will be parallel to the upper edge of the collar and the unfouled arm of the stock will be to the front.
b. Open Collar. The anchor shall be centered 1 inch from the front and lower edges of the right collar and positioned with the vertical axis of the insignia along an imaginary line bisecting the angle of the collar points. The anchor will be pinned onthe right collar and NSCC miniature device of left collar.

SECTION 4: NSCC CHIEF PETTY OFFICER INSIGNIA MALE AND FEMALE

2401 - CAP INSIGNIA - CHIEF PETTY OFFICER

1. COMBINATION CAP -- Shall consist of NSCC 1 1/2" emblem, gold (matte/satin finish) circular device with the NSCC crest inscribed thereon. The device should be attached to the mount of the combination cap band. The chin strap shall be 3/8 inch wide, black patten, and shall be secured at each side of the cap by NSCC gilt buttons.

2. GARRISON CAP -- Garrison cap insignia shall consist of the miniature NSCC device 1 l/16" emblem, gold (matte/satin finish) circular device with NSCC crest inscribed thereon. The device shall be worn on the left side of the garrison cap. Device shall be attached in an upright position with the center of each 2 inches from the front seam and 1 1/2 inches from the bottom edge.

3. BERET -- The Brete is authorized for female NSCC Chief Petty Officers, the NSCC miniature NSCC 1 1/16" emblem, gold (matte/satin finish) circular device with NSCC crest inscribed thereon is the authorized insignia worn with the device directly over the left eye.

2402 - NSCC SHOULDER FLASH

1. The NSCC shoulder flash (gold lettering on either black, white or khaki field, to match uniform) will be worn by all NSCC chief petty officers on each sleeve of all uniform coats, outer garments (except raincoats), and on the shirt sleeve of those uniforms not having a coat prescribed. The flash will be centered on the outer face of each sleeve with the top edge of the flash 1 inch below the shoulder seam and the eagle facing forward, the CPO chevron will be mounted 1/8" below the flash on the right sleeve.

SECTION 5: CADET INSIGNIA MALE AND FEMALE

2501 - NSCC/NLCC SHOULDER FLASH

1. GENERAL.
a. NSCC. The cadet shoulder flash (yellow border, with yellow lettering on blue field) will be worn on the outer face of each sleeve of all uniforms, iumpers, blouses, shirts, coats and all outer garments except raincoats, and on the front of the blue working cap, the flash will be centered on the front immediately above the bill, with the eagle pointing toward the right shoulder.
b. NLCC. The cadet shoulder flash (White border, with white lettering on a blue field) will be worn on the left sleeve with the upper edge of the flash centered one inch below the shoulder seam.

2502 - CADET RATING CHEVRONS/PETTY OFFICER RATING BADGE

1. CADET RATING CHEVRONS.
a. NSCC. The E-1, E-2 and E-3 rating chevrons (one, two and three chevrons respectively), yellow on a blue field, will be worn centered under the NSCC shoulder flash on the right sleeve of all uniforms, jumpers, blouses, shirts, coats and all other outer garments except the raincoat. The upper edge of the chevron, or chevrons measured from the "V", will be 3 1/8 inches below the lower edge of the NSCC flash.
b. NLCC. The Recruit, Apprentice, and Able cadets will wear chevrons (one, two and three respectively) white on a blue field, on the right sleeve centered between the shoulder seam and the elbow.

2. PETTY OFFICER RATING BADGE.
a. NSCC. The petty officer rating badge wil1 be worn centered on the right sleeve immediately below the NSCC shoulder flash on all uniform jumpers, shirts, blouses, coats and all outer garments except the raincoat.
b. NLCC. The NLCC PO badge and chevrons on the right sleeve will be centered between the shoulder seam and the elbow. The upper edge of the chevrons will touch the bottom edge of the NLCC PO badge and there shall be no space between chevrons, the SLPO Star is centered immediately above the PO badge.

2503- IRON-ON INSIGNIA

1. GENERAL -- Iron-on flashes rating chevrons and petty officer rating badges may be worn by NSCC cadets on working uniforms. The standard flashes, rating chevrons, and petty officer rating badges may be used if the iron-on is not available.

2504 - NSCC UNIT SLEEVE IDENIIFICATION INSIGNIA (OPTIONAL)

1. GENERAL -- NSCC Cadets are authorized to wear a unit sleeve insignia as an optional item only on uniforms on which the NSCC shoulder flash is worn except for working uniforms. Units opting to wear the unit sleeve identification insignia will ensure that it is worn by all cadets for uniformity within the unit.

2. DESCRIPTION -- The unit sleeve insignia will be rectangular in shape, approximately 3/4 inch high and 3 1/2 inches across, of black background material with yellow lettering. Only the unit name will appear on the insignia as size will not permit the inclusion of the words: Division, Squadron, Battalion, etc.

3. MANNER OF WEARING -- The unit sleeve insignia will be worn only on the left shoulder, centered 1/2 below the shoulder flash.

2505 - NSCC FEMALE CAP DEVICE

1. DESCRIPTION -- A gold (matte/satin finish) circular device with the NSCC crest inscribed thereon.

2. MANNER OF WEARING
a. Combination Hat. A 1 1/2 inch diameter pin-on device will be worn on the combination hat.
b. Garrison Cap. A 1 1/16 inch diameter pin-on cap device will be worn on the garrison cap. It will be worn on the left side with the center 2 inches from the front edge of the cap and 1 1/2 inches from the bottom edge.
c. Beret. A 1 l/16 inch diameter pin-on cap device will be worn on the beret with the device aligned approximately over the left eye.

CHAPTER THREE: RIBBONS AND BREAST INSIGNIA

SECTION 1: GENERAL

3101 - GENERAL

1. Ribbons and awards are described in the NSCC Awards Manual.

2. Ribbon awards recognize meritorious performance and service of NSCC personnel, provide incentive for greater effort, and enhance morale. Commanding officers must ensure that the program is not abused, and that each award made or recommended to National Headquarters meets the criteria specified in NSCC Awards Manual. Only those officers, midshipmen and cadets who are enrolled in NSCC or NLCC units are eligible to receive ribbon awards; persons who leave the programs for any reason are not eligible.

3. Cadets will wear only those NSCC/NLCC ribbons and appurtenances specified in the NSCC Awards Manual. They may not wear DOD/DOT ribbons and awards, nor ribbons and awards from other military oriented youth programs (CAP, NJROTC, Sea Explorers, etc.) on NSCC uniforms, unless specifically authorized in writing by National Headquarters.

4. NSCC officers, midshipmen, and enrolled instructors may wear all earned DOD/DOT ribbons and breast insignia. When worn with NSCC ribbons awards, DOD/DOT ribbons take precedence.

CHAPTER FOUR: TABLE OF AUTHORIZED NAVAL SEA CADET UNIFORMS

SECTION 1: GENERAL

4101 - GENERAL

1. GENERAL -- The following tables are general guidelines for Navy uniforms presently authorized for Active Duty personnel. Naval Sea Cadet Officers , Midshipmen , Enrolled Instructors , NSCC Chief Petty Officers , NSCC Cadets and NLCC Cadets are authorized to wear the uniforms listed in these tables as well as those superseded Navy uniforms.

2. SPECIAL UNIFORMS -- The only special uniforms authorized for Naval Sea Cadet Corps personnel are the alternate uniform for NSCC Instructorsand the utility greens/battle dress uniforms (BDU)/cammies for specified units and special circumstances as follows: units designated NSCC Construction Battalion Units; units that consistently drill and train with an active duty counterpart that normally wears this uniform; other units when, and only when, actually participating in a field exercise. These units may authorize their personnel to wear the utility uniform instead of dungarees. Units will not wear this uniform to public events or in parades unless marching in actual formation with an active duty or reserve counterpart when this uniform is being worn. Battle dress uniforms (BDU/cammies) are not authorized for NLCC cadets.

3. COLOR GUARD UNIFORMS -- The prescribed uniforms for color guards will comply with the table of authorized uniforms, except as delineated herein.
a. Outerwear. You may only wear the outer garments described in the table of authorized uniforms, except in the case of female color guard members. Female color guard members may wear the service blue or white jumper, with crew neck undershirt, and the matching trousers (bell bottoms), and oxford style shoes while performing with the unit color guard.
b. Guard Belts. Wear the standard white guard belt with all uniforms and outside all outergarments while performing with the color guard.
c. Leggings. Color guard units while performing may wear white leggings.
d. Dickey. If worn will be either white, navy blue or gold and made of a shiny material (i.e. nylon)

Color guard unit members' uniforms shall be as similar as feasible, keeping within the regulations, so as not to detract from the flags.

4. DRILL TEAMS -- The prescribed uniform for drill teams is as listed in the table of authorized uniforms. The team may wear those items authorized for the unit color guard.

5. WEARING -- Guard Belts, Leggings and Dickeys may be worn ONLY while either the Color Guard or Drill Team is performing.

(1) Shirt will have Surname embroidered on a 1" olive green tape with 3/4" letters over right pocket and a tape containing USNSCC, NSCC, or SEA CADETS over left pocket. Uniformity is paramount.

(2) Trousers will have Surname embroidered on a 1" olive green tape with 3/4" letters flush with the top of the right rear pocket .

(3) The NSCC olive drab flash is worn on both shoulders and on the front of the cap.

(4) Cadet collar devices are worn only on the right collar point. Bright metal devices except when in an operational status dictated by proper authority.

(5) Officer rank devices are bright metal devices except when in an operational status dictated by proper authority.
