was born 01 Nov 1858 in Memphis, TN, and died 11 Jan 1946 in Covington, TN. He married
(1) OLIE MARGARET PAYNE 22 Jun 1880 in Walker County, GA, daughter of BANYAN PAYNE and NANCY WRIGHT. She was born 24 Sep 1860 in Walker County, GA, and died 23 Apr 1931 in Covington, TN.
He married (2) WINIFRED FOSTER married abt. 1940. She was born 1894, and died Aft. 1966.
Notes for CAPTAIN DAVID WHITE RUFFIN:
Was a lawyer. Graduated from Memphis State University. Served on the Tennessee State Legislature
beginning in 1925.
After his first wife, Olie, passed away, "White" remarried, about 1940, a woman named Winifred Foster.
This lady had been a nurse for "White" and they decided to get married. She was a good companion for him until
his death in 1946.
Burial: Covington, TN
Notes for OLIE MARGARET PAYNE:
DW Ruffin writes, "My wife inherited considerable property from her father, most of which was in land. I
practiced law for several years after I married, but I was a practical farmer as well as a lawyer and liked farming
better. Accordingly, I built a home on one of my wife's farms just east of Covington, Tennessee, on Highway 54,
and went in the stock business."
"My first wife, the companion of my young manhood and the mother of our large and splendid family of children was a real helpmate to me, both in theory and in fact. She was both a good wife and a good mother and a sincere Christian woman. Being frail in body, she was sick a great part of her life but she never complained and was always cheerful, patient and loving. I shall ever cherish her memory." (p. 17, Tipton County Histories)
The 1870 Tipton County, TN census states that Olie's birth name was "Oleander". She apparently disliked the name, as her gravestone simply states her name to be "Olie", and that is the only name most others knew her by.

He was educated at Holmes High School and Union University, Jackson, Tennessee. He is Marshall of the town and President of the High School Board. His dwelling is the finest home in Enid and his 900 acre farm nearby is one of the best stock farms in Tallahatchie County. More About ROBERT PAYNE RUFFIN: Date born 2: 24 Sep 1889, Covington, TN Notes for ANNA MAY WILLINGHAM: 3 DW Ruffin states that Anna "owns a large delta farm near Masell, below Charleston, the county seat of that county which is very fertile. SARAH SHELTON11 RUFFIN (DAVID WHITE10, WILLIAM9, JAMES DRURY8, WILLIAM7, JAMES B.6, ROBERT5, JOHN4, ROBERT3, ROBERT2, WILLIAM1) was born 15 Apr 1892 in Covington, TN, and died 07 Jul 1929 in Memphis, TN. She married DAVID DUNLAP LOW 28 Dec 1910 in Covington, TN, son of JONATHAN LOW and DEMARIUS JONES. He was born 10 May 1872 in Sardis, MS, and died 21 Jan 1930 in Sharkey County, MS. Notes for SARAH SHELTON RUFFIN: David White Ruffin, Sarah's father, mentions in his oral history that, "Sarah died of peritonitis in the Baptist Hospital Memphis, [shortly after] William White was born following a Caesarian operation." He also writes, "Sarah Shelton and her husband, David D. Low are both dead but they left six children and two tracts of delta land to them, both tracts Mt. Helena and Vickland, contain over 3600 acres and are located in Sharkey County, Mississippi, Mt. Helena near Rolling Fork, the county seat, and Vickland near Anguilla." Sarah met Dave Low as a result of her brother, JB Ruffin working for Dave, helping to manage Mont Helena and Vickland. JB Ruffin married Dave's half sister, Rachel Louise Low, in 1905. More About SARAH SHELTON RUFFIN: Burial: Rose Hill Cemetery, Sardis, MS Notes for DAVID DUNLAP LOW: DD Low moved to Sharkey County, MS early in life, following the lead of his eldest brother, William Adolphus. He began working on the Mt. Helena and Vickland plantations as a worker and then as manager. In 1915, he and his brother James Rascoe Low, Sr. bought the Vickland plantation together for a sum of $115,000 from Mrs. Helen Harris. JR and Dave were now "planters" and owned some of the richest soil for growing cotton in the United States. The plantation consisted of 1783 acres. In 1919, Dave "bought out" his brother's interest in Vickland. In 1924, Dave bought the Mt. Helena plantation from the Harris Estate and shortly thereafter moved his young family up to their new home, also called Mont Helena, where the family lived until Dave's death in January, 1930. Bob Durst wrote in a letter to Olie Garrett dated April10, 1985, "The most interesting story that I have heard about Dave Low was that he could walk into any store in the Delta, write out his own check on a brown paper bag, and his 'hand done' checks were always honored. Now that's class!" In December, 1928, Dave Low received US Patent #1,694,099 for an "Improvement in Cultivator Blades or Sod Scrapers". This plow, designed to "tear up sod of all kinds...with a scraping action" became known commonly as the "D.D. Low Coco Plow" because it was especially effective in ridding crops of this stubborn and recurrent type of Southern grass. OLIE LOUISE12 LOW, b. 26 Jan 1914, Covington, TN; d. 19 Aug 2002, Billings, MT; m. GEORGE ALVIN GARRETT, 05 Sep 1934, Senatobia, MS; b. 29 Nov 1910, Sardis, MS; d. 21 May 1995, Menlo Park, CA. Notes for OLIE LOUISE LOW: Olie Louise was the oldest of six children born to Dave and Sarah Ruffin Low. As the oldest, Olie always felt responsible for the other children after their parents died. Sometimes her motherly tendencies were appreciated as an attempt to "keep the family together", and sometimes they were not. She seemed to have some resentment toward her father's sister, "Sister Matt", who took in all six children after they were orphaned. After Olie married George Garrett in 1934, they lived a vagabond life for 7 years when George worked for an oil exploration company based in Houston, TX. Olie had a cancerous polyp removed in 1957, helping to explain three miscarriages before having strict bed rest in order to give birth to Pat in 1949 after 4 fifteen years of marriage. In 1999, Olie moved to Billings, MT from Menlo Park, CA. to be nearer her daughter and family. She was diagnosed with pancreatic cancer and died ten days after the diagnosis was delivered, on August 19, 2002. More About OLIE LOUISE LOW: Burial: 23 Aug 2002, Roundup City Cemetery, Roundup, MT Cause of Death: peritonitis, pancreatic cancer Medical Information: A cancerous pancreatic tumor had cut off the ability of the duodenum to deliver nourishment. In an attempt to place a stint to open the area, the intestinal wall was compromised and death followed. Notes for GEORGE ALVIN GARRETT: George A. Garrett's grandfather, George H. Garrett was killed in a farm accident in Missouri. Weeden, his father, was only three at the time, and Weeden's mother, Louesa Morton Garrett, returned to Stanton, KY after this accident. Later she met and married Alvin Faulkner. Faulkner was the only "daddy" that Weeden ever knew. George was named after these two "fathers" to Weeden. With an undergraduate degree in both Mathematics and Physics from the University of Mississippi, G.A. Garrett was voted into the Alumni Hall of Fame at Ole Miss in 1987. He got a Ph D in Math from Rice University, Houston, TX in 1935, and went on to work as "Computer" for an oil exploration company until he was recruited by the Radiation Laboratory at Massachusetts Institute of Technology in 1942. During WWII, Garrett tested radar in airplanes and worked for the US Navy. At War's end, in 1946, he began working as a nuclear scientist for Union Carbide Corporation in Oak Ridge, TN. He helped design the shape of the nuclear power plant at Paducah, KY. In 1962 he began working at Lockheed Missiles and Space Company in Sunnyvale, CA as Director of Information Processing. His last working years were spent as Senior Scientist, Bechtel Corporation, San Francisco, CA. Garrett was first buried in Alta Mesa Cemetery in Palo Alto, CA. He was disinterred and re-buried at the Roundup City Cemetery in September, 2002. She met and married Richard Owen, a planter from Tunica, MS and lived there with him until his death in 1970. After Richard's death, she continued to live in their home until her own death in 1994. Lenoir was a talented and creative woman, learning how to do needlepoint and fire ceramics, including porcelain dolls. She was an accomplished seamstress. Lenoir was the "rich" aunt that I loved to visit as a child. Uncle Richard had a deep Southern drawl, so strong that it was hard for me to understand him. Aunt Lenoir died of lung cancer. She had gone to live with her sister and husband, Olie and George Garrett. Fred was a friend of the Garretts, but was 20 years older than Sally. Nevertheless, Fred once told Olie that if she had a sister, he would get married to her. This is literally what happened. After the War, Fred was a Physics professor at the University of New Hampshire and later at Fresno State University in Fresno, CA. Notes for FREDERICK ALLEN SCOTT: Ph D in Physics. He eventually opened his own drug store, "David's Pharmacy". Dave and Bill Low were co-executors of the Vickland Plantation from the early 1980's until 1998 when Dave developed brain cancer and died. vii. WILLIAM WHITE LOW, b. 10 May 1929, Memphis, TN; m. ALCION BIVINS, 1955. Notes for WILLIAM WHITE LOW: Being the youngest of the orphaned Low children, Bill grew up at Sister Matt's home in Sardis and called his aunt, "Mamma", as she was the only mother he ever knew. Uncle Bill had hoped to take over the daily operation of the Vickland Plantation as a young man. Accordingly, he attended a one year course of study at Mississippi State in Agricultural Economics. Due to a number of circumstances, his plans never materialized. The plantation was leased to Murphy Jones, Sr. and then to his son, Murphy, Jr. from 1950 until about 1980. Bill became a salesman and was employed by a number of companies in the chemical field. His last employment was as Eastern Director for the US Steel Corporation's Chemical holdings. For a time as a young man, Bill worked at the Mississippi Agricultural Experiment Station at Stoneville, MS near Greenville. Bill was married for 4 years to Al Bivins. He was attending the University of Mississippi most of the time of their marriage. Bill graduated with a degree in Chemistry. Bill makes his home in Connecticut.
