Ingredients
Preheat oven to 350 degrees & grease muffin tins (or use paper liners). Mix flour, 1 cup of sugar, cocoa powder, baking soda & salt in a large bowl. Make a well in the center. In another bowl, blend water, oil, vinegar & vanilla. Pour mixture into well. Mix together with a wire whisk until smooth. Spoon batter into prepared tins, filling only half way.
Be cream cheese, remaining 1/3 cup sugar & egg in a medium bowl with an electric mixer. Stir in chocolate chips. Spoon over batter in tins.
Bake for 25 minutes and cool tins on racks for 10 minutes. Then remove cupcakes from tins and allow to cool.
