This is the cart I built for Owen.

The cart was relatively inexpensive, most of the parts
I already had laying around. I got the wheel from the
NORTHERN TOOL catalog.

Some materials I used were an old bed frame for the axial supports &
two 3/4" rigid couplings with a 3/8" hole drilled in it & a 3/8" nut
welded on to the coupling.
Then I used a 1" long 3/8" bolt to hold the shafts in place.
The old bed frame size was 1"x1"x1/4" angle
A piece of 1/2" steel round stock can be used for the axial.
You can pick this up at Lowe's or Home Depot.
If you plan to haul more than 30 pounds you should use a 5/8" steel
axial.
I drilled a 1/8" hole in the axial on both sides
of the
tire leaving space for a washer on each side.
Then I drilled one hole on the inside of the axial support.
I used 1/2" rigid conduit for the shafts.
You can use 1/2" E.M.T. (electrical metallic tubing) it is easier to bend.
For the brakes I used collars from my old weight set.
You can use what ever you want. Just remember this stops
the cart. If it gets loose the cart could run up on the dog.
I used a piece of square stock & drilled three 1/4" holes
for mounting to the cart. Then a 1/2" hole is needed for the
tree to attach to the square stock-along with a self
locking nut & bolt.
(leave some play for the tree to move freely)
The tree is made out of 1/4''x 2" aluminum.
You can use wood with eyebolts screwed in each end for
the traces, & one
in the center for a double eye hook.
Just use a eyebolt in the center of the cart to hook it all to.
The cart itself is made out of 3/4" plywood
a pice 22-1/2"x33" was used for the platform.
The side rails are 1"x2" set 1/2" back
from the edge of the platform.
