In 1994, the Josephine County Commissioners, on behalf of the Illinois Valley  Community Response Team (CRT) and the SunnyWolf CRT, applied for a federal designation as a Rural Enterprise Community (EC).  In 1994, the County's two CRT communities were awarded the EC designation.  The two CRTs formed the Enterprise Community Coordination Council made up of members of each CRT to implement the EC initiatives.  With the EC designation came Federal funding to assist in the implementation of each community's Strategic Plan and requirement the Strategic Plans be updated every two years.
