Issue Description

The Head Start program provides comprehensive early childhood development, education, health, nutritional, social, and other services to primarily low-income preschool children and their families. Services are intended to improve the conditions necessary for a child's success in school and later on in life.

The program has provided a wide range of services to over 13 million children and their famimlies nationwide. It is targeted, by law, toward children from poor families. Head Start regulations require that 90 percent of the children enrolled in each program be from low income families. All programs must meet performance standards established by the Department of Health and Human Services in the areas of education, medical, dental, nutritional, mental health and social services. Head Start programs work with various sources in their communities to provide these services. Another essential part of every program is the involvement of parents in parent education, program planning, and operating activities.
