From 1995 through February 2002, Dr. Boysen was senior vice president of education for the Milken Family Foundation and was responsible for its education grants and programs. As Kentucky Commissioner of Education from 1991-1995, Dr. Boysen led the implementation of the landmark Kentucky Education Reform Act. Between 1970 and 1987, he served as a school district superintendent in Washington, New York, and California, and as San Diego County superintendent of schools from 1987 to 1990. Dr. Boysen's education career began in Kenya where he studied and taught for three years. He has served on numerous national boards and commissions and speaks and writes on school reform matters. Dr. Boysen received his Bachelor's degree in History from Stanford University and his Doctorate from the Harvard Graduate School of Education. ----------------------------- FOR RELEASE: January 24, 2002 #01/02-095 ACCLAIMED REFORMER JOINS LOS ANGELES SCHOOL DISTRICT AS CHIEF OPERATING OFFICER The Los Angeles Unified School District (LAUSD) has selected an educator with a distinguished career in school reform to become its Chief Operating Officer (COO). Dr. Thomas C. Boysen, who has most recently been the Milken Family Foundation's Senior Vice President of Education responsible for education grants and programs, will assume this post in mid-February. In this capacity for the past six years, he lead national projects in teacher quality and educational technology. Boysen previously served as the Kentucky's first Commissioner of Education from 1991 to 1995, giving leadership to the implementation of the landmark Kentucky Education Reform Act that involved fundamental changes in instruction, finance and governance. As COO, Boysen will oversee human resources, business and finance, facilities, information technology, and research and assessment. The district is comprised of over 78,000 employees with a budget of $9.2 billion. He will be responsible for continuing to develop procedures to streamline the business, financial and technology systems at a time when the district is engaged in instituting major reforms. One of the first areas that he will review is the certificated personnel division and its recruitment of teachers at a time when there is a national shortage of credentialed teachers, especially in urban areas. Superintendent Roy Romer, who recruited Boysen after a nationwide search, said, "This is a man who is uniquely talented to take on the challenges of this position. Not only is he a strong administrator, but he also has a depth in the field of education and has dealt with many of the same issues that now confront the LAUSD." In addition to his work in Kentucky that received national acclaim, Boysen served as general superintendent of school districts in Washington, New York and California, and as San Diego County Superintendent of Schools from 1987 to 1990.
