JAMES FANNING OF STATE GUARD GROUP Retired Brig. Gen. James G. Fanning, former director of the state area command of the Illinois National Guard, died Sunday in Resurrection Hospital. Gen. Fanning, 62, who had 40 years of military service, retired earlier this year because of poor health. He also had been a Chicago police lieutenant and head of a U.S. agency that protects federal buildings. From 1948 to 1972 he was a member of the Chicago Police Department and reached the rank of lieutenant. For years, he had been an instructor at the police academy. From 1972 until this year, he was chief of the Federal Protective Service's five-state region in Chicago. He was in charge of security at federal facilities. Gen. Fanning's military career began with service in the Navy in World War II. In 1948, he joined the Army Reserves and rose through the ranks. He joined the Illinois National Guard in 1967 as a major. He became provost marshal of the 33d Military Police Company that year and served as street commander of the unit during the demonstrations at the Democratic National Convention in Chicago in 1968. He was promoted to colonel in 1974 and brigadier general in 1977. Gen. Fanning studied tactics on counterterrorism and wrote a book on the control of terrorists for the Chicago police. He received the Legion of Merit from the federal government and the Illinois Distinguished Service Medal. Gen. Fanning is survived by his wife, Joan B.; three sons, Patrick, Dennis and Michael; two daughters, Kathleen Grossman and Eileen Dunford; a grandchild; and two brothers. Mass for Gen.
