The State governments that ratified the Convention should regularly report about the fulfillment of the rules of the Convention.
Analysis of these reports by a Committee on Children’s Rights will consist of 10 independent experts elected by the States who recognize the Convention stipulations. The committee can also consider information received from other reliable sources such as government agencies (such as UNICEF and International Organization of Labor) as well as other recognized UN government agencies.
If any State discovers difficulties connected to the fulfillment of any right, or if the Committee expresses concern about problems in any given country, the main goal will be to find acceptable solutions of the arisen problems and that may included various forms international cooperation and technical help.
The main emphasis is on maintaining an open dialogue and searching for solutions of problems instead of attempting to force the State to execute the obligations under threat of expulsion from the Convention or by direct confrontation.
Nevertheless, the Committee has the right to request any State any questions or information that may be of concern or may address the UN with a request for research in concrete areas.
As there will always be a search for solutions of problems of maintaining human rights, government agencies and NGOs play key roles in the business of realization in life the rights of children. NGOs executes a set of various problems: education of the public about rights proclaimed by the Convention, mobilization of assistance, consideration of child abuse cases, researches reports on children’s human rights violations, reviewing prospective changes in the policy field, legislation, practice, etc.
The real significance of the Convention in the life of children depends on who each of use learns to use the given document for changes for the best, and we must in our life be ready today to respect the rights of children.
