Homeowners' Association Packet

When you sell your property it is your responsibility to provide a Homeowners' Association Packet to the purchaser.  Packets may be ordered by contacting Barry Kean (804-580-2709) at a cost of $50.  (Make a check out to MBPOA and allow 14 days for preparation).

Clubhouse

All Mallard Bay Property owners are entitled to use the clubhouse for private functions free of charge.  Reservations should be made with Dolf Wais, the Property Manager at 580-2456.  Use of the clubhouse has become increasingly popular.  Please make reservations as soon as practicable before the event in order to avoid disappointment and review the portion of the MBPOA Rules that covers clubhouse use for guidance on your responsibilities.

Pier

Regulations for using the boat dock are contained in the MBPOA Rules.  Regarding rental of slips, previous slip holders are entitled to renew their slip rentals and have until November 1 each year to present payment to Dolf Wais, the dockmaster.  If, after that time, any slips are vacant, and if any new applicants desire one, they will be assigned by lottery.   

Driving

The roads in Mallard Bay are, for the most part, designated with county road numbers and are maintained by the state.  As such, driving on them is subject to state laws including speed limits and  intersection control.

The speed limit through the community is 25 miles per hour.  We have had incidents when drivers, mostly non-residents, have far exceeded that.  Out of respect for the safety of your neighbors, their guests and wildlife, please keep your driving speed at 25 mph or less.  Remember, also, that Mallard Bay is a golf cart community, which means that Northumberland County has agreed to allow unlicensed golf carts (typically traveling at around 12 mph) to drive on the public roads of Mallard Bay.  All of this adds up to the need to slow down on our roads.  After all, unless you have a medical emergency or you're late arriving home for the season premiere of "American Idol", there's no point.  Drive sensibly and enjoy the scenery.

Stop signs are also to be obeyed.  The intersection at Canvasback and Mallard Bay Drive is a particularly bad one with drivers often barely slowing down at the stop sign.  Please insure your wheels cease forward motion altogether when you arrive at any stop sign in the community, then look both directions and proceed when you can do so safely.  You'll be much more likely to avoid an accident at the expense of only a few more seconds spent in arriving at your destination.

Pets

Along with increasing numbers of people moving to Mallard Bay have come increasing problems with uncontrolled pets.  The Board has determined that pets, dogs specifically, must be on a leash or otherwise under the owner's control while off your property.  When in the vicinity of the clubhouse or on the boat dock, dogs MUST be leashed, regardless of how well they obey voice commands.  See the MBPOA Rules for elaboration.

Wildlife

Wildlife in Mallard Bay is diverse and abundant, but in the end, is just as the name implies -- wild.  For your safety as well as theirs, do not feed waterfowl or other wild animals.  Bird feeders on your own property, however, are permitted.

General Use of Facilities

We have recently had increasing problems with people from outside the community making unauthorized use of Mallard Bay facilities.  These include people fishing in the lakes and ponds as well as using the swimming pool and the boat dock.  When this happens, the entire community faces potential liability issues.  Be prepared to identify yourself, your family members and your guests should you be challenged on your right to use the facilities.  Please do not take offense should this happen to you.  No single Mallard Bay property owner knows every other one by sight.  Likewise, should you observe someone using our facilities who you do not know, please ask them kindly who they are.  If they admit they are unauthorized, or refuse to answer, ask them to leave, then report the incident to a member of the Board.  These facilities belong to you, the property owner.  Unauthorized visitors using our common areas are trespassing.  Please be as protective of common areas as you would be of your own home should an uninvited person attempt to enter.
