Disturbing Behavior tells the story of the teenagers in the small town of Cradle Bay. Teens who do not fit the 'perfect' mold are subjected to bizarre surgical procedures to iron out any personality traits their parents and teachers have deemed inappropriate, such as partying and rebellion. Now the town has decreased suicides, drug use, and overall bad behavior by its teens in favor of wholesome activities like studying and community service. The only problem is, the teens have completely lost their personalities and are now all goody two-shoes drones. It is up to the new kid in town and two rebellious outcasts to stop the madness.

Director David Nutter is best known for directing several episodes of The X-Files. The music is also by X-Files veteran Mark Snow, who composed that show's eerie theme as well as scoring every episode and the feature film. Katie Holmes appears in the hit show Dawson's Creek.
