NEW YORK - Soon it will be "Melrose Place" in Manhattan! We hear that Heather Locklear, the fabulous vixen of the now-canceled Fox series, and her husband, Richie Sambora, have closed a deal on a Park Avenue penthouse. Not too high up, however. Heather is afraid of heights.
     Heather, her hubby and her baby daughter are moving from L.A. to New York next month, the better to be close to her work on next season's Michael J. Fox series, "Spin City." (Heather's role will be comedic - deliberately so - as opposed to the perhaps unintentional hilarity of her "Melrose Place" adventures.)
     It will be fun to have this glamorous, adorable actress in New York. The Big Apple celeb turnout can always use a little shot of blond dynamism.
