Frankie McGuire grew up in Ireland. One evening during dinner, an intruder ran in through the door and shot his father to death. His father was "suspected" to work for the IRA.
Frankie then became invovled with the IRA. He was wanted by the British for murder. They decided to set a trap for McGuire. However a friend of McGuire's saw the British and informed him. The British moved in, unaware that McGuire and his men were ready for them. The British were killed, however, British troops moved in from down the street and began firing upon the building they were in. There were too many. McGuire and his men began to run out the back of the building. Later, one of McGuire's friends went to an old house, where McGuire had been hiding. They devised a plan to smuggle missles to help their cause.
Tom O'Meara was a highly respected and decorated officer in the NYPD. He offered to take in a young Irish immigrant named Rory Devaney, unknown to O'Meara, he was Frankie McGuire. Tom and Rory soon became good friends. While allegedly working for a construction company, Rory went to meet a man with the connections to get him the missles. Rory and an IRA friend had bought a boat and were fixing it up to carry the missles back to Ireland. Rory's new buisness partner was getting nervous and had asked Rory for the money first. Rory told him he would have to wait until the missles arrived before he was paid. Meanwhile, O'Meara and his partner were doing their jobs. While attempting to arrest one man, he pulled a gun and shot at the two of them, but didn't hit them. After a brief chase on foot, the suspect threw his gun away. As O'Meara went to pick up the gun, his partner followed the suspect into an alley and killed him only later to find out the suspect had thrown the gun.
Later, Tom and his wife go out for lunch. Tom tells her he plans to retire from the force. They then go back to their house only to find three intruders with ski masks on. Tom fights them with his wife calls the police for help. Tom gets thrown down, and Rory comes in and helps Tom fight the intruders. The men are about to run when the third man grabs Tom's wife and points his shotgun at them. He lets her go and runs out the back door along with the other two men. Rory leaves soon after the police arrive and takes his gun with him. He has a talk with his buisness partner and finds out he was responsible for the break-in. O'Meara finds that nothing in the house is missing. He goes down to the basement and finds Rory's things thrown everywhere. He can't think why they'd go through his stuff repeatedly. He then finds the money that was going to be used for the missles. When Rory returns, Tom questions him, believing he is connected with the IRA. Tom's partner arrives soon and they arresy Rory and take him away.
While on the way to the police station, they get stuck in traffic. Tom's partner, Diaz, gets out of the car to see what's holding traffic up. Rory breaks out of his cuffs, and slams Tom's head against the window, and then takes his gun. Diaz sees Rory and is about to draw his gun, when Rory points the gun at him. Diaz draws his gun anyways and Rory fires and kills him. Later, at the hospital, two FBI Agents and an MI5 Agent question O'Meara. The MI5 Agent has personally killed everyone in Frankie's unit except him. Tom later goes on to find Frankie. After questioning a close friend of Frankie's he learns where Frankie is. Tom goes to the shipyard where the two meet for the last time...
