STORY: Torchy Blane, a reporter, accuses Mayor Saunders of being in league with Dr. Dolan, who controls the city through graft. Torchy's fiancé, Steve McBride worries because he thinks her articles will put her in danger. Dolan puts pressure to cancel her articles, by withdrawing advertising. To prove her articles are correct, Torchy searches Dolan's office and steals a "red book," in which he records his transactions. The editor refuses to publish her article exposing Dolan. No other paper will publish the story until she meets Hogarth Ward, the publisher of a small unknown paper. Steve and his partner Gahagan distribute the paper all over town. With the Mayor exposed, the citizens choose Ward to run as a reform candidate. Dolan kills Ward and frames and innocent man. Because he is angry with her interference, Steve writes in Torchy's name as a candidate. She decides to run. Torchy promises to name Wards murderer, but is kidnapped before she can. Steve and his partner Gahagan set off to find her. To no avail, Steve threatens Dolan, but finds an address to the gang's hideout. They find Torchy and Dolan waiting there. Dolan and Steve fight, but Dolan escapes in Steve's car, which Dolan's men have wired to explode when the siren is turned on. Dolan is killed by the bomb. Torchy wins the election, but at the sight of a baby, decides to marry Steve instead of becoming Mayor.
