Jay Billington Bulworth (Warren Beatty) is a US senator who's at the end of his rope. Fed-up, burnt out and unable to eat or sleep, he makes a rash decision. He decides to end his life. As his demise nears, sleep deprivation and awareness that whatever he does now will make no difference give Bulworth the freedom to say what he thinks and stop playing political games. So, he does something he's never done as a politician: he tells the truth. He offends the rich and powerful. He exposes the system for what it really is.
