Fred Heflin is the sheriff of a small New Jersey town occupied mostly by Police Officers from New York City. More than anything, Freddie wants to be an NYPD cop, but he can't because he's deaf in one ear. One day, Mo Tilden of NYPD Internal Affairs pays Freddie a visit to tell him he's investigating his sleepy little town of New York police officers, his "Cop Land." He asks Freddie for help, but Freddie is friends with his cop-heroes and doesn't believe they're dirty. This is a film about that group of cops who have created their own little world where they make the rules and a somewhat slow-witted, unambitious man's awakening to the truth and his duty.
