At a bowling alley, Pembleton and Bayliss stand over the body of a teenage boy named
Darryl Nawls; he had been shot twice in the head at point-blank range. A quick interview
with the other kids in the alley gives up another boy named Ronny Sayers as the shooter.
Lewis and Munch start interviews for two Waterfront waitress positions; they find that
the women who showed up are less than what they expected. One tells them that she is
not really a waitress, but a writer; another one hasn't held any of her jobs for more than a
couple of weeks; another insists that the customer is never right. Meanwhile, Beau finds a
credit card receipt which shows that a Beth Felton had used plastic for
a purchase at a Howard Johnson's in Wilmington, Delaware; he immediately takes a leave
of absence to find his kids, forcing Kay to work a murder alone.
Frank and Tim go to the Nawls house, where they find a little boy alone. Pembleton and
Bayliss take the boy along as they find Mary Nawls and tell her that her son is
dead. She makes a positive ID on the body and is then taken down to the stationhouse. Frank and Tim
enlist the help of several uniforms to break down the door to the Sayers house; when they
don't find Ronny, they asks the bewildered mother, Patrice, where he went. The detectives
eventually find Ronny off a tip from one of his friends. Even though Ronny is young, he shows
a harsh street mentality; he takes out a gun and aims it at Pembleton, then plants the
muzzle against his own head; it becomes clear that he doesn't want to be taken alive, but
the detectives manage to capture him. The case takes a strange turn when Frank and Tim
find out that the suspect had meant to kill someone else.
Mr. Runyon, an interior decorator, shows up at the Waterfront; his advice is to tear
everything down and put up new stuff, but before Lewis and Munch can do anything, a woman
from the Baltimore Landmark Preservation Society shows up. She tells them that the Waterfront
building cannot be altered because of its historical landmark status; in 1793, while
en route to Mount Vernon from a dinner party in Philadelphia, George Washington had stopped
in that very building...to relieve himself.
Ronny Sayers is brought into the Box, where he says that he shouldn't be guilty because
he had shot the wrong kid. Patrice Sayers comes into the Box and tells Ronny to stop acting
like he shot the kid; Ronny forces her to leave. Mary Nawls shows up at the stationhouse
with her little boy, who is offered a root beer by Bolander. Mary sits herself in the
fishbowl; Patrice sits down next to her, totally oblivious to the fact that she is
sitting next to the mother of the kid who was killed by her son. They introduce themselves
to each other; the conversation ranges from their kids to the men in their life (or lack
thereof) to Patrice's plans to protect her kids by moving to Canada.
Despite the admonitions of his lawyer, Ronny Sayers insists that he killed Darryl
Nawls. Ronny is taken out of the Box for a trip down to processing; only then do the two mothers
figure out their relationship to each other. Ronny is put in an isolated cell away from the
adults. Ronny tells Pembleton that a jail cell is safer than the streets; Frank begs
to differ. At the trial hearing, it is established that Ronny will be tried as an adult; if
convicted, he will get a life sentence without possibility of parole. As Ronny prepares
to be incarcerated, Frank stops him for a second and offers him advice about the dangers of
jail, and leaves him his phone number just in case he needs someone to talk to.
While Lewis, Bayliss and Munch argue about what kind of music to play in their bar, a
deputy sheriff come by and informs them that the Waterfront will have to be shut down due to
the previous owner's delinquency on back taxes. Patrice Sayers visits Mary Nawls at work and
gives her a mass card as a sort of peace offering. The two are surprised to find that their
younger children instantly develop an affinity for each other; when Patrice suggests that
the two kids try to get to know each other, Mary says that it would be an impossible
friendship because of what their older brothers did. Patrice Sayers and her
boy leave, while Mary Nawls watches, her arms securely holding her only child.
