Lewis and Kellerman are called out to the New Moon Motel on the outskirts of West Baltimore to investigate a shooting.  The victim, Charlie Wells, is found in his room with a single gunshot wound on his chest.  The detectives find ice cubes with a yellowish tint in the freezer; they also find Wells wearing only one boot and a strange tattoo on his stomach, which says that in case Wells is found, he should be returned to Ida Flood of Whitefish, Montana.
The detectives interview Lonny Askew, who lives next door to Charlie; he tells them that he was "in a zone" when the shooting occurred.  An interview with the front desk clerk reveals that Wells had been at the motel for three months and that he had with him a large handgun and a priceless '39 Indian motorcycle, both of which were not recovered by the detectives.  The clerk also shows them a gun belonging to Mr. Chaudhari, the owner of the New Moon, which they immediately confiscate; Kellerman announces that the gun was fired recently.  The two detectives exit the office and find a truck that seems to be driving itself; they find a family of Mexican immigrants trying to escape.  They interview a young boy, who tells them that they were only trying to escape because they are illegal; they have nothing to offer about the shooting.
Munch makes a trip down to the New Moon and announces that Charlie Wells died of a severed aorta, and also that 98.9% of the occupants in the New Moon Motel have criminal records; Lewis hands him Chaudhari's gun and the yellow ice cubes.  Lewis and Kellerman split up and interview the occupants one by one.  Lewis re-interviews Askew, who was found guilty of vehicular homicide and had served 10 years at Arizona State Prison; Askew honestly tells him that he didn't do it, which Meldrick believes.  Kellerman interviews several people, but the most interesting one turns out to be Ramona Rostenkowski, a prostitute who enjoys skinny-dipping in the motel pool.  During her interview, it is apparent that Ramona reminds Mike of his ex-wife, whom he loved dearly.  Both Askew and Rostenkowski are cleared as suspects.  Meldrick and Mike go to a diner and review their information; most of what was said about Charlie Wells are conflicting; maybe he was a psycho, maybe he wasn't; maybe he sold drugs, maybe he didn't.  The two find out that neither of them had interviewed a couple, Michael and Moira Evans, who are the only tenants lacking criminal records.
Lewis and Kellerman go back to the hotel, where Meldrick informs Mike that the projects he once lived in were being torn down; Kellerman tells him that they should watch the buildings being blown up.  Suddenly they see a lone figure at the soda machine; it turns out to be Moira Evans.  The detectives accompany her back to the room to interview both Moira and her husband; they find him under the covers, denying all knowledge of Wells' murder.  Lewis and Kellerman catch the couple lying and take them into custody; they also find a gun and large amounts of money in the room.
Back at the squadroom, Munch updates Lewis and Kellerman on their case; the yellow ice cubes turn out to be homemade methamphetamine, Ida Flood and the '39 Indian are nowhere to be found, and the gun recovered at the Evans' room does not match with the bullet that killed Charlie Wells.  Lewis and Kellerman go back yet again to the New Moon and interview Mr. Chaudhari about his gun.  Chaudhari breaks down and confesses that he had shot a man several days ago at an ATM; the victim had tried to assault him and steal his money.  Lewis checks and finds that a Jimmy Dorland was shot and killed at an ATM a few days ago, and laughs that he was able to solve that case but not the one he had meant to solve.  The detectives find a woman boxing all of Charlie's things; she introduces herself as Jennifer Wells, Charlie's daughter.  When asked about why Charlie was wearing only one boot when he died, Jennifer replies that Charlie liked to walk aound wearing just one boot.
Despite Lewis' objections about seeing his old home blown up, Kellerman takes him down to the projects.  The buildings are destroyed; Lewis watches on in awe.  The two return to the squadroom, where Lewis takes a piece of brick from the building he had lived in and stores it safely in his locker.
