Bayliss and Pembleton visit Brian Egan's wife and son and ask them a few questions about why Egan bombed the subway in New York City, sending 20 African-Americans to their graves; Tim also informs them about a Baltimore church bombing five years ago that killed six more African-Americans.  Stephanie replies that her husband didn't do any of it; Kendall refuses to speak altogether and repeatedly tells the detectives to leave.  Sensing that they will get nothing, Tim and Frank leave.  They are called back about two hours later to investigate the apparent suicide of Stephanie Egan.  Kendall is nowhere to be found, but the flower delivery man who called the police said that he saw a kid resembling Kendall running up the street.  The detectives go in that direction and come across one of Kendall's friends, who tells them that Kendall was headed to the bus station.  He is captured in the bathroom while washing a cut on his hand.
Detectives Briscoe and Curtis pay a visit to Brian Egan, where they learn from him that his wife is dead and that his son is in great danger.  Egan then refuses to talk, knowing that his son will die unless he skips town; he begs the detectives to get his son out of Baltimore.  The NYPD detectives pay a visit to Charm City to have a talk with Kendall; they are told to collaborate with Bayliss, Pembleton, and Munch, who was the first to interview the son.
Munch and Briscoe head over to the Waterfront to talk about the interview with Kendall, but the two go slightly off-topic when it is discovered that Briscoe slept with Munch's ex-wife up in New York.  Munch is humiliated at the incredible coincidence and is embarrassed even more when he is hustled at billiards by Briscoe, the original pool shark.
Stephanie Egan was poisoned with an anti-malarial medicine that she definitely did not take by herself; it is suggested that someone injected a turkey baster full of the drug into her mouth.  Bayliss, Pembleton and Curtis have a chat with Kendall in juvenile detention, where it is revealed that he hid in the basement while his mother was being murdered.  He asks to see his mother in the morgue and the detectives indulge him; there Kendall tells them who killed his mother, an associate of his father's named Alexander Rausch.  A background check reveals that Rausch, a decorated military man, was one of the covert operatives stationed in Cuba who got shafted during the Iran-Contra investigation and is now rumored to be recruiting for his own personal crusade of terrorism.  Rausch's escape by his seaplane is foiled by harbor police; he is arrested and sent into the Box.
Bayliss and Pembleton tell Rausch that a positive ID of him was made by Kendall Egan, who Rausch didn't even know was in the house at the time he was killing Stephanie.  Partway through the interrogation, Rausch has a coughing spell which the detectives ignore.  What are you trying to prove by bombing the subway and the church, the detectives ask Rausch; he answers that he is going to systematically build a purer, cleaner version of the country.  Pembleton, with quiet rage, informs Rausch that he will make sure that everyone all across the nation will know what kind of a person he is, and that he will be a martyr for the truth.  Rausch is sent into lockup and attended to by a doctor.
New York ASA Claire Kincaid presents Giardello with a court order allowing them to take Rausch back to New York; despite Danvers' efforts to keep the suspect in Baltimore, the court rules in favor of New York.  Bayliss, Pembleton, and Howard escort Rausch to Union Station into the waiting hands of Briscoe and Curtis.  As the transfer is made, Rausch suddenly slumps to the floor; Frank tries desperately to keep him alive, but a moment later he is gone.  Pembleton breaks into tears, knowing that Alexander Rausch will never pay for what he did.
